Seal Beach, California December 20, 196m The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs ~residing. The meeting was called to order with the P1edg~ of A~legiance. The invocation was given by Rev. Ralph Supplee. Methodist Church. Present: Mayor Gibbs C.ouncilmen: " " Flanagan. Jones, Gemmill Leonard Absent: It was moved by Jones and seconded by Gemmill to approve the minutes of the meeting of December 6th as corrected. . AYES: Flanagan, Jones. Gemmill, Gibbs ABSENT: Leonard Motion carried. Payroll demands No. 400~ to 4059 inclusive and regular demands No. 9897 to 9990 inclusive, totaling $33,964.32.as a~proved by the Finance Committee were presented. It was moved by Flanagan and seconded by Jones t~at the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Flanagan, Jones, Gemmill. Gibbs Leonard Motion carried. It was moved by Gemmill and seconded by Flanagan that the City Council endorse the purposes of the program of the Orange County Coastal Transp'ortation Committee and.that .further study be given to a four lane divided highway through Sunset Beach and Seal Beach. and . ~ signal lights at l~th St~eet and~i8kth Street in Seal Beach. Announcement by the Los Ange1~s County Flood Control District that they would deposit some 100.000 cubic yards of sand on our beach . ~ in 1961 was received and filed. . , Letters of appreci~tion and commendation to the Fire. Police and.Publ~c Works departments were gratefully received and filed. Mrs. Jessie Reed inquired about outside engineering assist- En,g:. ance. Mr. Brashear stated that some outside assistance had been used . but the City would be reimbursed by the Army Engineers. 858 Reso. .089 Mr. Ed Keller stated that the wide coverage and publicity in reference to the detour on Coast Highway seemed to have some effect on fewer accidents at the site. Resolution No. 1089 (Special Election-City Manager was pre- sented by the City Attorney. It was moved by~emmill and seconded by Jones to adopt ResoIution No. 1089. AYES :- ABSENT: Flanagan. Jones. No. 315) was pre- sented by title by the City Attorney. It was moved by Jones and seconded by Gemmill to waive the reading of Ordinance No. 567. AYES: ABSENT :. Flanagan. Upon the request of City Treasurer James N. Scott, it was " moved by Jones and seconded by Flanagan to transfer $2058.06 from the Generml Fund to cover the deficit of that amount in the Beach Bch. Fund Erosion Fund. AYES: ABSENT: Flanagan. Jones, Gemmill, Gibbs Leonard Motion carried. Mr. Brashear reported that sales tax receipts for the fourth quarter of 1960 were up 23%. Sales Tax He also reported important repairs had been made to the Sewage Treatment Plant. He further reported the receipt of $23.903.21 from the Orange County Tax Collector as the first payment of 1960-61 taxes. Mr. Brashear stated that resurfacing of First Street would begin this week by Sully-Miller Corporation. He furth~r reported that a bid of $1065.00 from Sully-Miller Sew. olant Co. Taxes P.E. Corporation had been accepted to surface three parking areas at Main and Electric on the Pacific Electric right-of-way. Mr. Jones inquired about the dog enforcement program. Mr. DOll:s Brashear 'stated he was preparing a program with the Long Beach Humane RY Society and the local veterinarian. v Mr. Jones announced that Seal Beach had won its class in " the "Forty Miles of Christmas Smiles" contest and that the Brethern Church had won best religious shrine. Mr. Flanagan asked about street 'sweeping signS! in the subdivision. After discussion ~ction was deferred for further study. It w.as moved by Gemmill and seconded by Flanagan tp adjourn.
