City Manage~ Brashear reported that only one traffic accident occurreq in the City over the holidays. Chief of Police MacC1ure outlined in detail a State Police Police Training Standarqs Program and recommended the adoption of a proposed Dept. Ord. 568 Police Dept. mod~l ordinance. It was moved by Leonard and secondeq by Jones to instruct the City Attorney to bring in a proper ordinance. AYES: NOES: Flanagan, Jones, Leo~ard, Gemmill. Gibbs None Motion c,arried. Ordinance No. 568 (Police Training Program) was presented in full by the City Attorney. , It was moved by Gemmill and seconded by Jones that Ordinance No. 568 be deemed as having had ~ts first readin~ II and be passed to the second reading. The program was outlined by Chief MacClure. It was moved by Gemmill and seconded by Jones that Police the City Council endorse the program as outlined by the Chief of Police for the handling of Juvenile Referral Notices. Dept. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Mr. Gemmill reported his contact with residents of his area St. in regard to street sweeping signs in the subdivision. After some discussion it was moved by Gemmill and seconded by Leonard that the street sweeping signs be restored at days and hours' as approved by the City Manager. Dept. AYES :- NOES: Flanagan, Leonard, Gemmill, Gibb~ Jones Motion carrIed. Mr. Gemmill suggested that the necessary replacement be made on the Planning Commission. After discussion further action Plan, Comm. was deferred for study. Mayor Gibbs reported a phone call in regard to a traffic citation at the detour on Coast Highway. Mayor Gibbs also reported the accident of Mrs. Jessie Reed, former Mayor. MaYQr Gibbs also announced that s he would appear on the television program "About Faces". Tuesday, Jan. 17th at 1:00 P.M. Mr. Jones inquired about action on the masonry wall.' The City Attorney reported that an action had been filed Dec. 21, 1960 and to date nothing had been done. It was moved by Leonard and seconded by Flanagan to adjourn. Sub. Div.
