The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. C. E. Monroe, Assembly of God Church. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard. Gemmill Absent: " None " It w.as mo~ed by Leonard and seconded by Jones that the minutes of the meetings of January 3rd and 11th, 1961 be approved as presente.d. AYES: NOES: Flanagan, Jones. Leonard. Gemmill Gibbs None Motion- carri,ed. Payroll demands No. 4061 to 4168 inclusive and regular demands No.. 1 to. 87 inclusive, for a total of $52,829.89 as approved by the Finance Committee were presented. ~t was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn ~n the. A thank you letter from the Woman]s Club for cabinets in- stalled in the Auditorium was received and filed. Announcement of the January meeting of the Orange County League of Cities was received and filed. Permission to sell Easter Li11ies in the city was granted to the Orange County Society for 9rippled Children. Permission was granted to the Orange County Heart Associa- tion for a fund campaign in February, 1961. Announcement of denial by the Eleventh Naval District for additional water well sites on Navy Depot property was received and filed. Water Dept. It was moved. by Gemmill and seconded by Jones that the Mayor be authorized to sign an agreement with the U.S. Army Engineers for the removal and replacement of the water line over the San Gabriel 364 DOll:s Reso. 1094 Reso. 1095 Ord. ~ Ord. Upon the recommendation of the City Manager. it was moved . by Gemmill and seconded by Jones that the City Manager be authorized . to employ Robert Sharkey as Animal Warden. Gibbs None Motion carried., Resolution No. 1095 (Condemnation Action-Water Well Sites) was presented by title by the City Attorney. Ordinance No. 568 (Police Training Program) was presented by title by the Cit~Attorney. It was moved by Gemmill and seconded by Leonard that Ordinance No. 568 be deemed as having had its second reading and be passed for adoption. Public Works Director, effective January 31, 1961. It was moved by Leonard and seconded by Jones to accept the resignation of Kenneth Day and to grant him two weeks severence pay. It was moved by Gemmill and seconded by Leo.nard that the Mayor Be a~thorized ~o sign a permit granting the Los Angeles County Flood Control District permission to pump sand onto the city beach. as explained by the City M~~ger. Mr. Brashear reported that the Police Department had changed locations from the Orange County Peace Officers training facilities to Long Beach at a considerable saving. It was moved by Jones and seconded by Gemmill that the City Manager and City Attorney be instructed to give a thirty day notice of cancellation of the beach umbrek1a concession and that open bids be asked for on the concession. Upon the request of the City Attorney it was moved by Gemmill and seconded by Leonard that a copy of Resolution No. 1095 (Condemnation-Action Water Well Sites) be sent to the County Recorder for recordation. License, Water and City Clerk's departments for the month of December, 1960 be received and filed. AYES: NOES: Flanagan, Jones, Leonard. Gemmill, Gibbs None Motion carried. It was moved by Jones and seconded by Gemmill that the City Managers salary be increased from Step A to Step B or from $809.00 to $849.00, effective February 1st. Mr. Jones reported that the Orange County League of Cities was sponsoring a program to plant a tree in each city honoring Walter 3'65 City Enll:. Bch. Police Dept. Beach Umbre1 Reso. 1095 City Mll:r. 866 Knott. It was moved by Jones and seconded by Leonard to approve the program as outlined. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. Mr. Leonard reported that the league was sponsoring legislation to get more even boundary lines in city annexations. Mr. Gemmill announced that the current issue of Public Management contained an article written by Mr. Brashear. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: n II None The City Manager outlined the procedure of the proposed withdrawal from the Orange Coun~y Library District. After consider- Library able discus~ion. it was moved by Leonard and seconded by Flanagan that after study that the City continue with the services of the I Orange County Library District. It was moved by Gemmill and seconded by Leonard that the Mayor be authorized to proclaim the month of February, 1961, to honor the National Society of Daughters of the American Revolution.
