Mr. Gemmill announced that the current issue of Public Management contained an article written by Mr. Brashear. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: n II None The City Manager outlined the procedure of the proposed withdrawal from the Orange Coun~y Library District. After consider- Library able discus~ion. it was moved by Leonard and seconded by Flanagan that after study that the City continue with the services of the I Orange County Library District. AYES: F1anagan, Jon?s, Leonard, Gemmill, Gibbs, NOES: None Motion carried. It was moved by Gemmill and seconded by Leonard that the Mayor be authorized to proclaim the month of February, 1961, to honor the National Society of Daughters of the American Revolution. I o "" o <l: <t :I:: I I Mayor Gibbs announced that the Seal Beach Play-group would have an open-house on February 3, 1961. . 361 Mr. Gemmill was designated by the Mayor to attend the Orange County School of Anti-Communism. It was moved by Jones and seconded by Gemmill that the Jeep City Manager be authorized to sell the 1957 Wil1ys-Jeep. AYES: NOES: Flanagan. Jones, Leonard, Gemmill. Gibbs None Motion carried. Upon the recommendation of the City Ranager it was moved by Jones and seconded by Flanagan that the Mayor be authorized to sign Right-of-way agreement No. 6-ML691 for the raising of bridges and to approve the map as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None . Motion carried. The City Manager requested a policy ,of length of residence in city for employment by the City. More time needed for study. The Beach Umbrellas Concession was discussed. Resolution No. 1096 (Cancelling of Certain Agreement, Beach Umbrella Concession) was presented by the City Attorney. It . was moved by Flanagan and seconded by Gemmill to adopt Resolution No. 1096. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. It was moved by Jones and seconded by Gemmill to authorize the City Manager and City Attorney to publish an invitation to bid for a four year term of contract on the Beach Concession. AYES: NOES: Flanagan, Jones. Leonard, Gemmill, Gibbs None . Motion carried. . The Mayor announced that the Council would hold study sessions on the alternate Tuesdays.
