Seal Beach, California February 7. 1961 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones.. Leonard, Gemmill Absent: " I " None It was moved by Jones and seconded by Leonard to approve the minutes of the regular meeting of January 17th and the regular adjourned meeting of January 30th as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Mr. Jim Bentson presented Mrs. Dagmar O'Toole, who pre- sented to the City Council the first prize trophy in Division 2, for the 1960 "Forty-Miles of Christmas Smiles" Christmas lighting program, sponsored by the Orange County Coast Association. Mr. Leonard was also commended by Mr. Bentson for his part in the program. Payroll demands No. 4169 to 4224 inclusive, totaling $8.966.44 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be I allowed and warrants drawn on the Treasury for the same. AYES:' NOES: Flanagan, Jones, Leonard. Gemmill, Gibbs None Motion carried. Letter commending the Police Department from Mr. and Mrs. Alexander Paulos was received and filed. It was moved by Gemmill and seconded by Leonard that the franchise bond No. 220199 under Ordinance No. 463. presented by Humble Oil and Refining Co., replacing Monterey Oil Company's bond be approved. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. I It was moved by Gemmill and seconded by Leonard that the L~eense License Collector be authorized to notify Catherine Adams that the Dept. City Council is not favorably inclined to issue a palmistry license. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. I o i'o o < <t :I:: I I 369 Mr. Leonard suggested that Sec. 3.285 of Ordinance No. 472 be eliminated. It was moved by Leonard and seconded by Gemmill that the City Attorney and City Manager be instructed to study the matter. Lic. Dept. AYES: NOES: -Flanagan, Jones. Leonard, Gemmill, Gibbs None Motion carried. Mr. James Stangeland addressed the Council on behalf of Gerhart Stangeland. Beach Umbrella Concessionaire, regarding the proposed cancellation of his contract. After considerable dis- cussion the matter was referred to the City Manager to meet with the Stangelands to discuss a possible renegotiation for two years. Mr. Dick Carlson asked about the status of the masonry wall in the subdivision. Mr. Buck reported that he had been in contact with an attorney representing some of the property owners and that certain proposals had been made. but that he expected something more definite in two weeks. Mayor Gibbs introduced Miss Garrity and a group of students from the McGaugh School who were attending the meeting. Mr. Brashear announced that a Coast Guard Boat Piloting and Seamanship Class would be conducted at the McGaugh School for twelve weeks beginning February 14, 1961. Mr. Brashear also reported that a traffic check was made January 29th at Main and .Central and that 158 vehicles passed this Bch. Umbrel Sub Div intersection within a twenty minute period. Mr. Brashear further reported that the Juvenile Referral Notices were now in effect. ~ An over-all Electrical Code for Orange County was now being studied, was reported by Mr. Brashear. Mr. Brashear announced that an examination for the position of Public Works Supervisor had been conducted Feb. 4th and that oral Civil ~. interviews would be given next week. Reports of tbe Building, License, Water and City Clerk. Departments for the month of January; 1961 were presented. It was moved by Leonard and seconded by Jones to receive and file the City officers reports. AYES: NOES: Flanagan. Jones, Leonar~, Gemmill. Gibbs None Motion carried. Mayor Gibbs announced that the Executive qommittee of the Orange County League of Cities would be held Feb. 9th at Orange. 370 The study sessipns of the Council scheduled, for alternate Tuesdays were to be changed to Monday Feb. 13th for the next meet- ing only. Mr. Jones reported that he and Mr. Gemmill had attended an interesting Un-Amer~can Activities meeting in Anaheim. It was moved by Leonard and seconded by Jones to adjourn.
