Mr. Jones reported that he and Mr. Gemmill had attended an interesting Un-Amer~can Activities meeting in Anaheim. It was moved by Leonard and seconded by Jones to adjourn. California February 21, 1961 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order with the Pledge of. Allegiance. The invocation was given by Rev. Louis Pick. St. Ann's I Church. Present: Mayor Gibbs Councilmen: " n Jones, Leonard. Gemmill Flanagan. Absent: It was moved by Leonard and seconded by Jones to approve the minutes of the regular meeting of. February 7th as presented. AYES: ABSENT: Jones, Leonard, Gemmill, Gibbs Flanagan Motion carried. Regular demands No. 8S to 176 inclusive and payroll demands No. 4225 to 4274 inclusive, totaling $65,119.07 as approved by the . Finance Committee were presented. It was moved by Jones and seconded I by Gemmill that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Jones. Leonard, Gemmill. Gibbs Flanagan . Motion carried. Letter from the City of Long Beach regarding additional air,service was discussed. It was moved by Leonard and seconded by Jones to approve the recommendation. Motion lost for want of . a second. The City Manager to get more information. Resolution from the Orange County Board of Supervisors approving the report of the Orange County Coastal Transporation Committee was discussed and received and filed. 311 City L. B. City L.B. It was moved by Gemmill to grant the request of the South Coast Child Guidance Clinic to solicit funds in.,.the City. After further discussion Mr. Gemmill withdrew his motion for more infor- mation regarding local participation. . . Announcement of the meeting of the Orange County Coast Association,Feb. 23rd was~received and filed. Announcement of/the meeting of the Orange County League of Cities Feb. 23rd was received and filed. It was moved by Gemmill and seconded by Leonard to adopt the policy recommended by the City Manager in regard to the use . of the civic auditorium and other city facilities. AYES: ABSENT: . Jones. Leonard. Gemmill. Gibbs Flanagan Motion carried. Letter of recommendation from the City Manager and Chief of Police regarding purchase of vehicles for the Police Department were discussed. Mr. James Stangeland addressed the Council in regard to the expension of his beach concession agreement and offered to double th~ present amount of the contract. AB 354 Police Dept. Pub. Wks. Mr. Keller inquired about the masonry wall in the sub- division. In the absence of the City Attorney, the City Manager reported that he had received information that the wall would be constructed before additional homes were built in the area. The City Manager outlined proposed improvements in the pier rest rooms. Tenth Street parking lot and certain street im- provements as budgeted. The City Manager was instructed to prepare plans and costs to be presented to the Council. The City Manager reported that two buildings on Eleventh Street had been condemned and that one was being removed at this I time. The City Manager reported that the County had allocated $20.963.00 to be applied to the improvement of Bay Blvd.. under the Arterial Highway Financing Program. It was moved by Gemmill and seconded by Jones that the City Manager be instructed to wire the chairman of the Committee that the City Council unamious1y approves the adoption o~ Assembly Bill No. 354 in the legislature. AYES :' XBSElIIT: Jones. Leonard, Gemmill, Gibbs Flanagan I Motion carried. Mr. Brashear announced that the F.B.I. would conduct a school on techniques of arrest. here, beginning March 20th. The City Manager also announced that as a result of Civil Service examinations, Mr. Robert Ryan had been appointed Supervisor of Public Works. effective Feb. 20th. It was decided to withhold action on length of residemce in City for city employees for further discussion. It was moved by Jones and seconded by Leonard to receive and file the reports of the City Clerk and City Treasurer for the month of January 1961. AYES: ABSENT: Jones, Leonard, Gemmill. Gibbs Flanagan Motion carried. I It was moved.by Leonard and seconded by Jones that the AB 485-86 City Manager be instructed to wire opposition to AB 485 and AB 486. Library AYES: ABSENT: Jones, Leonard, Gemmill, Gibbs Flanagan Motion carried. Mr. Gemmill inquired about proposed library improvements. Stangeland $1640.00 200.00 It was moved by Jones and seconded by Leonard to accept the bid of Surfs!de Service at $1640.00 per year .and to reject the other bid and aut horize the Mayor and City Clerk to execute a contract with Surfside Service.
