.The City Council of the City or Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance.

The following bids were opened for the beach concession;

It was moved by Jones and seconded by Leonard to accept the
bid of Surfs!de Service at $1640.00 per year .and to reject the other
bid and aut horize the Mayor and City Clerk to execute a contract
with Surfside Service.

It was moved by Leonard that the City Attorney be instructed
to prepare a proper ordinance relative to parades. Mr. Leonard with-
drew his motion for further study.
Resignation of Joseph Scheib1auer as a member of the Civil
Service Commission was received with regrets. It was moved by
Gemmill and seconded by Jones to appoint Jack F. Randall, 412
Beryl Cove Way, to fill out the unexpired term of Mr. Scheib1auer.

City Attorney. It was moved by Flanagan and seconded by Jones to
adopt Resolution No. 1097.

let sedans at $5363.60 net to the City.

discussed. It was moved by Jones and seconded by Gemmill to lift
all restrictions..

Mr. Leonard asked if a request for $50,000.00 had been made
from Orange County for storm drain project for 1961-62'. Referred
to the City Manager.
Mr. Leonard inquired about certain fence viOlations. The
Drain
City Attorney stated that if there were any violations, the Build-
ing Inspector should file a complaint with the District Attorney's
office. The City Manager was instructed to notify any violators

The Mayor announced meetings of the Orange County League
of Cities. March 9th and the City of Westminster Founders Day,
March 11th.
After some discussion it was moved by Gemmill and seconded
by Leonard that the League of California Cities be notified of the
City's interest in participation in the "Sister City" program.
The Mayor also spoke of the "People to People" program.
It was moved by Gemmill and seconded by Jones that the Mayor be
authorized to notify the proper persons that the City Council
approves in principle the program "Experiment in International Living".
