The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan. Jones. Leonard,. Gemmill Absent: " " None The following bids were opened for the beach concession; 1. Surfside Service 2. Stangeland $1640.00 200.00 It was moved by Jones and seconded by Leonard to accept the bid of Surfs!de Service at $1640.00 per year .and to reject the other bid and aut horize the Mayor and City Clerk to execute a contract with Surfside Service. Reso. 1097 Reso. 1099 Reso. 1100 as a fund raising method for Cerebral Palsy and the March of Dimes, was approved. It was moved by Leonard that the City Attorney be instructed to prepare a proper ordinance relative to parades. Mr. Leonard with- drew his motion for further study. Resignation of Joseph Scheib1auer as a member of the Civil Service Commission was received with regrets. It was moved by Gemmill and seconded by Jones to appoint Jack F. Request of.the City of Westminster regarding city boundary irregularities was received and filed. Letter from Orange County Free Library ,was received and filed. The City Manager to acknowledge with thanks.' Letter from Assemblyman Edward E. Elliot relative to AB 354 I was received and filed. Letter from the Planning Commission granting varianoe to 215 Bay Blvd. for a dry cleaning plant was received and filed. Request to solicit funds from the South Coast Ch~ld Guidance Clinic. April 15th to May 15. 1961 was approved. Resolution No. 1097 (Gas ~ax Agreement) was presented by the City Attorney. It was moved by Flanagan and seconded by Jones to adopt Resolution No. 1097. Ordinance No. 571 (Orange County'E1ectrica1 Code - Adoption by Reference) was presented by title by the City Attorney. This ordinance to be a part of present ordinances now in effect. It was move~ by Jones and seconded by Gemmill that the reports of the Building, License, Water and City Clerk departments for the mon~h of February. 1961 be received and filed. Mr. Brashear presented prices b~d on the purchase of vehicles for the Police Department. It was moved by L~onard and seconded by Jones th~t the City Manager be authorized to purchase three Chevro- let sedans at $5363.60 net to the City. City Emp1y AYES: NOES:' Flanagan, Jones, Gemmill, Gibbs Leonard Motion carried. Mr. Leonard asked if a request for $50,000.00 had been made from Orange County for storm drain project for 1961-62'. Referred to the City Manager. Mr. Leonard inquired about certain fence viOlations. The Drain City Attorney stated that if there were any violations, the Build- ing Inspector should file a complaint with the District Attorney's office. The City Manager was instructed to notify any violators Bldg. Dep t . of such action. The Mayor announced meetings of the Orange County League of Cities. March 9th and the City of Westminster Founders Day, March 11th. After some discussion it was moved by Gemmill and seconded by Leonard that the League of California Cities be notified of the City's interest in participation in the "Sister City" program. The Mayor also spoke of the "People to People" program. It was moved by Gemmill and seconded by Jones that the Mayor be authorized to notify the proper persons that the City Council approves in principle the program "Experiment in International Living".
