W; Hickman City Clerk The City Manager outlined the proposed annexation No.6. Resolution No. 1104 (Proposed annexation No.6) was presented by the City Attorney. It was moved by Gemmill and seconded by Flanagan to adopt Resolution No. 1104. AYES:, ABSENT: Flanagan, Gemmill. Gibbs Jones, Leonard Motion carried. Seal Beach, California March 21, 1961 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. , The meeting was called to order with_the Pledge of Allegiance. The invocation was given by Rev. Monroe of the Assembly of G0d Church. I Present: Mayor Gibbs Councilmen: " tI Flanagan, Gemmill Jones. Leonard . Absent: It was ~oyed by Flanagan and seconded by Gemmill that the minutes of the regular meeting of March 7th and the speeia1 meeting of March 18. 1961 be approved as presented. AYES: ABSENT: Flanagan. Gemmill. Gibbs Jones, Leonard Motion carried. Payroll demands No. 4276 to 4386 inclusive and regular demands No. 177 to 253 inclusive for a total of $40,564.32 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Gemmill that the demands be allowed and warrants drawn on t he Treasury, for the same. AYES: ABSENT: I Flanagan, Gemmill. Gibbs Jones, Leonard Motion carried. It was moved by Gemmill and seconded by Flanagan to instruct the City Attorney to prepare a proper resolution to establish a status of recognition of the Fall-out Shelter Committee as proposed by the International Conference of Building Officials. AYES: ABSENT: Flanagan, Gemmill, Gibbs Jones, Leonard Motion carried. , It was moved by Flanagan and seconded by Gemmi~l to accept the resignation of O. H. Carson as a member of the Civil Service Commission with regrets. AYES: ABSENT: Flanagan, Gemmill, Gibbs Jones, Leonard Motion carried. I Mr. Gemmill suggested that the Council wait until a full council was present before recommending a replacement on the Civil Service Commission. Action on recommendation of the City Engineer was deferred for further study. The list of projects were received and filed. Letter in regard to the transfer of the franchise of Mon- terey Oil Company to H~b1e Oil and Refining Company was received and filed. Dept Pier Lease I Beer ~ o I'" o <r <1 :x:: I I Mr. Brashear reported that the stop sign at Ocean and Dolphin had been replaced as petitioned by 115 residents of the area. He was directed to so notify Mr. Hayes Robbins. It was moved by Gemmill and seconded by Flanagan that the Pier Council appr0ves the transfer of the pier lease from Lescher and St. Stockon to Dobbie and Henrichsen. AYES: ABSENT: Flanagan. Gemmill, Gibbs Jones, Leonard Motion carried. Letter from Robert W. T~y1o~ regarding a beer and wine license was discussed. The City Manager was insturcted to answer. Co~y of application for a off-sale beer and wine license at 131* Main Street. was received and filed. Copy of application for an on-sale beer license at 909 Ocean Avenue was rec'ived and filed. The Council was informed this application had been withdrawn. AnRouncement of the meeting of the Orange County Coast Association March 23rd, Corona del Mar, was-received and filed. Announcement of the'meeting of the Orange County League .. of.Cities March 23rd. Anaheim, was received and filed. Request of the Garden Section of the Woman's Club to clean-up the-area around the 'Historical Marker, etc.. was received and filed. Mr. Ed Keller inquired if Mr. Stangeland would be per- mitted to operate a beach umbrella concession from his property at Dolphin and Seal Way. He was informed that upon proper payment of license he could so do. 381 St. Dept. Lease Beer Wine Bch. Umbre Mr. Keller also inquired about the masonry wall in the subdivision. The City Attorney reported that if no permits were taken out by ,March 31st litigation would begin. Mr. Keller announced that the Seal Beach Property Owners Association would hold an open forum to introduce school board Bch. Sub Div candidates, March 27th in the Civic Auditorium. Umbo Mr. Stangeland stated that he was prepared to compete with Mr. Keller in the rental of beach equ~pment. Ordinance No. 569 (Council Meetings) was read by title by the City Attorney. Ord. Upon the request of the City Manager it was moved by Flana gan and seeonded by Gemmill to authorize the City Manager to publish a notice inv,iting bids for the re-setting of the water line over the San Gabriel River. Mr. Brashear announced that the sale of Hellman property north of the city was in progress. Change of bus-stop locations was also announced by Mr. Brashear. The City Manager was authorized to assist the Seal Beach Chamber of Commerce in the amount of $175.00 for the publication of a new brochure. Mr. Brashear reported the request of the Division of High- ways to increase the speed limit through the main portion of the City from 35 miles to 40 miles per hour. The City Manager to acknowledge. The City Manager reported plans and specifications in the amount of approximately $8000.00 for pier rest room improvements. It was moved by Gemmill and seconded by Flanagan to authorize the City Manager to proceed with bids. Bids to be opened April 18th. AYES: ABSENT: Flanagan, Gemmill. Gibbs J one s, Leonard Motion carried. The City Manager reported that the Police Chiefs' pro- bationary period was up and that he should be promoted from Step C to Step D. Mr. Gemmill's suggestion that action be deferred /' for more study fro~/a policy pr.~cedure was app~oved. The City Manager was authorized to proceed with ~mprove- ments to the sewage treatment plant. It was moved by Gemmill and seconded by Flanagan to receive and file the reports of the City Clerk and City Treasurer for the month of February. 1961. Mr. Gemmill requested that the Chief of Police make a further study to slow up traffic on Catalina Avenue and suggested stop signs. , Mayor Gibba reported a proposed bill in the legislature . requiring a candidate to s tate his political party on municipal . ballots. It was moved by Gemmill and seconded by Flanagan that the City Manager wire opposition to AB 755. AYES: ABSENT: Flanagan, Gemmill, Gibbs Jones. Leonard Motion carried. . Absent: II " None Mayor Gibbs announced that this was the time for a second public hearing on the Northeast Street Improvement District. The City Attorney explained the purpose of the hearing and Improve. that plans and specifications for the project did not include side- N.E. Street Qill. Reso. 1106 walks. He also stated that this second hearing was required by law and that the project had not been changed since the first hearing. Mr. Esterly protested the amount of $182.50 to be assessed against li1s property at 12th and Landing. Resolution No. 1106 (Northeast Street I~provement District) , I was presented by the City Attorney. It was moved by Leonard and seconded by Jones to waive the reading of Resolution No. 1106.
