It was moved by Leonard'and seconded by Flanagan to approve as recommended. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs Nqne Motion carried. Mr. Leonard requested that stop. signs be replaced at 5th and 12th Streets on Ocean Avenue. Mr. Brashear stated that new signs were being prepared. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Jones, Leonard, Gemmill Absent: Flanagan " " The Clerk read the notice of special meeting. April 11, 1961 1:45 P.M. , I Norma Gibbs Fred Flanagan Dean Gemmill Glenn Jones ' A1 Leonard You and eaeh of you will please take notice that Norma Gibbs as presiding officer of the legislative body of the City of Seal Beach, hereby calls and gives notice of a Special Meeting of the City Council of the City of Seal Beach to be held and convened at the hour of 7:30 P.M., ~pri1 11, 1961, in the Council Chambers of the City Hall, 8th and Central, Seal Beach, California, to transact the following business: To consider matters of annexation. Hickman City Clerk The City Manager introduced Mr. Ross Cortese and Mr. Milo Keith. Mr. Cortese stated that he had purchased some 541 acres from the Hellman Estate and outlined a ,proposed senior citizen city of 6700 units and reqyested"annexation, water system, etc. After eonsiderab1e discussion it was moved by Leonard and seconded by Jones that the City of Seal Beach will provide all usual services and facilities to the owner in development of the property, among which there will specifically be, but not limited thereto, the following. (1) Fresh water service at no cost to developer in accordance with the pla~ already presented and as augmented. by more detailed plan to be subsequently presented. (2) A special building inspector available at all times for inspection of deve1op~ent of the property and with no other assigned duties. . (3) Make necessary arrangements for sewer service by eonnectiohs to sanitatipn district Number 3. The owner will provide at no cost to the City the following: (1) lhree water ~e11 sites. (2) Housing for equipment of City Fire Department. The owner will lend assistance as requested by the City in annexation prpceedings. Predicated upon the foregoing, the owner agrees that the prop- erty hereinabove described may be annexed by the City without pro- test.
