April 18, 1961
The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance.
The invocation was. given by Rev. John Gillis, First
Brethern Church.
Present:

The following bids were opened for the. Northeast Street
Improvement District;
Cox Brothers Construction Co.
Sully-Miller Construction Co.
Boeck Paving Co.

It was moved by Leonard and seconded by Gemmill to submit
the bids to the City Manager for analysis and recommendation.

the Finance Committee of Mayor Gibbs and Councilman Jones were
presented. It was moved by Jones and seconded by Leonard that the
demands be allowed and warrants drawn on the Treasury 'for the same.

Letter from the Planning Commission regarding a set-back
variance for Lot 10, Block 222, Tract 10. was received and filed.
Letter of request of the Muscular Dystrophy.Association
to solicit funds was approved.

Letter from the California Artists regarding beautification
was referred to the City Manager.
Announcement of the April meeting of the Orange County Coast
Association was received and filed.

Announcement of the April meeting.of the Orange County League .
of Cities was received and filed.
A thank you letter from the nursery co-op group was acknow-
1edged.
Mr. Brashear was instructed to write the Junior Woman's
Club commending them for their efforts in renovating the Youth Center.
In answer to a question about the masonry wall in the sub-
division, Mr. Brashear announced that Bradley Estates had applied
for permits for fifty-five single family residences along Coast
Highway and that the wall would be a part of the project.
Ordinance No. 573 (Residence Requirements of City Employees)
was read,by title by the City Attorney. It was moved by Gemmill and
seconded by Jones to waive the second reading and to adopt Ordinance

It was moved by Jones and ,seconded by Leonard to accept the
bid of Wonderly Construction Co. of $8550.00 to relocate the water
line and ~o reject all other bids.

It was moved by Jones and seconded by Gemmill to reject
the bid of L & T Construction Co., and to authorize the City Manager
to proceed using City forces and to get informal bids from separate
contractor.s, subject to the approval of the City Council.

Mr. Brashear reported certain pier safety improvements,
as recommended by the Chief of Police. Referred to the City Manager.
It was moved by Jones and seconded by Leonard to receive
and file the reports of the, Water Dept., City Clerk and City Treasurer
for the month of March, 1961.

Mr. Brashear reported the receipt of $3500.00 from the
Pacific Electric Railway as final payment on the northeast storm
drainage project.
