I The City Council of the City of Seal Beach met in regular session at 7:30 P.M. wi~h ~ayor Gibbs presiding. The meeting was called to.order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: " tI Flanagan, Jones, Leonard, Gemmill None Absent: It was moved by Gemmill and seconded by Jones toapprove the minutes of the special meeting of April 17th. regular meeting of April 18th, regular adjourned meetings of April 19th and 24th and the special meeting of April 24th as presented. AYES: NOES: Flanagan, Jones, Leonard, G?mmi1l, Gibbs None Motion carried. Payroll demands No. 4509 to 4568 inclusive, totaling $8818.22 aSI.approved by the Finance yommittee were presented. It was moved by Jones and seconded by Flanagan that the demands be I allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. Letter of R. T. St. John Fischer to establish a heliport in the city was discussed and referred to the City Manager for more information. Request of the Multiple Sclerosis Society to solicit funds in the City during the month of August was approved. Copy of an application of Arlene B. Butler for an on-sale beer license for the fishing boat "Red Rocket" was received and filed. Mr. Ward of 1503 Landing asked about the Northeast Street Improvement project. Mr. Brashear stated that the bid had been awarded to Boeck Paving Company and that the work should start immediately. Mayor Gibbs presented Sewage Treatment Plant operators certif~cates to five City employees. The City Manager introduced Mr. Robert Ryan, Public Works Supervisor. Reso. No. 1113 (Annexation No.7-Electors) was presented Reso by the City Attorney. It was moved by Gemmill and seconded by Leonard 1113 to adopt Reso. ~o. 1113. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Ordinance No. 576 (Fire Zones) was presented in full by the City Attorney. It was moved by Leonard and seconded by Jones Ord. that Ordinance No. 576 having had its first reading be passed to the 576 second reading. AYES: NOES: Flanagan. Jones, Leonard, Gemmill, Gibbs None Motion carried. ,The City Attorney reported that Ordinance No. 575 (Traffic Code-by reference) which has had its first reading by title was not in complete form for further action. A proposed ordinance No. 577 (Amending the' present Civil Ord. .ill. Ord. Service Ordinance) was discussed. It was moved by Gemmill that the m Civil Service Commission be requested to amend the rules and regulations so as to notify the City Council at least two weeks in advanue of the appointment of an employee to permament civil service status. After more discussion. Mr. Gemmill withdrew his motion. It was moved by Leonard and seconded,by Jones to waive the first reading of Ordinance No. 577 and that it be so deemed as having had its first reading. AYES: NOES: Flanagan. Jones, ~eonard~ Gemmill, Gibbs None I Motion carried. The City Attorney reported that a proposed new zoning ordinance to replace Org,dinance No. 406 was in form for study and '," review. It was moved by Jones and seconded by Gemmill that the City Manager be authorized to execute a new, cont~act with the State Personnel Board for conducting civil service examinations. It was moved by Jones and seconded by Flanagan that the City Manager be authorized to get informal bids for the pro~osed improvement of the Tenth Street parking lots at an estimated cost of $6000.00. The City Manager reported that a beautification program as suggested by the California Artists at Main and Electric was in progress. It was moved by Leonard and seeonded by Jone~ to receive and file the reports of the Building and License Depar~ments for the month of April, 196t. AYES: NOES: . F1a~agan. Jones. Leonard, Gemmill. Gibbs None Motion carried. Mr. Jones suggested that the City Council oppose AB2045 (Home Rule). Mr. Brashear was directed to oppose the bill by telegram. II Mr. Brashear reported that,the Chief of Police was still investigating proposed safety measures for the pier. Mr. Brashear also reported that the proposed marine patrol progr~ was progressing. Mayor Gibbs announced that May 5t~ would be "Seal Beach Day" at Los Alamitos Race Track. "Seal Beach Day" at a Los Angeles Dodger baseball game was I o i'o o < <t :I:: I I 399 discussed. Referred to Mr. Leonard. Mayor Gibbs stated that inquiry had been made about frat- ernity housing and student resident housing by the Long Beach State College. The-zoning was discussed. It was moved by Leonard and seconded by Gemmill to adjourn.
