The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance. .
The invocation was given by Rev. Ralph Supplee.
Present: Mayor Gibbs
Councilmen: Flanagan, Jones, Leonard. Gemmill

It was moved by Gemmill and seconded by Leonard that the
minutes of the regular meeting of May 2nd and the special meeting
of May 8, 1961, be approved as presented.

Motion carried.
Payroll demands No. 4569 to 4624 inclusive, and regular
demands No. 339 to 428 inclusive for a total of $34.931.67 as
approved by the Finance Committee were presented. It ,was moved by
Jones and seconded by Flanagan that the demands be allowed and
warrants drawn on the Treasury for the same.

Letter from the Planning Commission regarding denial of
zone change for Lots 2 and 4. Block 108, Bay City Tract was received
and filed.

mit be issued to the Seal Beach Lions Club for the sale of fireworks

as requested and that the license fee be waived.

Letter from the United Veterans Council regarding Memorial

Resolution No. 1115 (Area-Hospital Los A1amitos) was pre-
sented by title by the City Attorney. It was moved by Leonard and
seconded by Flanagan to adopt Resolution No. 1115.

Mayor Gibbs announced that AB 2045 (Home Rule) had failed
in the legislative.
Action on a letter from the Seal Beach Chamber of Commerce
in regard to the establishment of a Naval Hospital in Long Beach
was deferred for an adjourned meeting.
Mr. Arthur A. North protested the issuance of a business
license for the short period to June 30, 1961. Inasmuch as the
ordinance does not permit pro-rating of a license. no action was

taken.
Resolution No. 1116 (Repealing Reso. No. 1106 and 1112)
was presented by the City Attorney. It was moved by Jones and
seconded by Flanagan to adopt Resolution No. 1116.

Ordinance No. 576 (Fire Zones) was presented by title by
the City Attorney. It was moved by Gemmill and seconded by Leonard
to waive the second reading of Ordinance No. 576 and that it be
adopted.

Ordinance No. 577 (Amending Civil Service Ordinance) was
withheld for further study.
Ordinance No. 578 (Boat Operations - Emergency) was pre-
sented by the City Attorney. It was moved by Jones and seconded by
Gemmill to adopt Ordinance No. 578.

installed on the beach and of the costs and maintenance and suggested

the matter was referred back to'the City Manager.
Mr. Brasnear aiso reported the time schedule of remodeling
the Bo1sa Avenue bridge, jetty reconstruction and dredgi~g of sand.

Mr. Brashear further reported a new program at lower cost

of remodeling of the Tenth Street parking lot.
The City Manager proposed a refuse collection charge as
a budgetary requirement.
,Mr. Brashear stated that Robert Ryan had resigned as
Public Works Supervisor effective May 15, 1961.
It was moved by Leonard and seconded by Flanagan that the
Chief of Police be advanced from Pay Step C to D, effedtive May 16th,

1961. After a lengthy discussion Mr. Leonard withdrew. his motion Chief
with the consent of the second.
Mr. Jones suggested an outdoor bulletin board be erected
outside the City Hall. Referred to the City Manager.
Mr. Flanagan suggested that a policy of uniformity of
paying mileage for City Officials and certain employees be estab-
lished. Referred to the City Manager.
Mr. Leonard inquired about a surfing ordinance.

the month of April. 1961, be received and filed.
