Mr. Leonard suggested that a one step pay increase be given the Chief of Police. It was moved by Leonard and seconded by Gemmill to approve the pay-step policy as recommended by the City Manager dated May, 1961. I AYES: NOES: Flanagan. Jones. Leonard, Gemmill, Gibbs None Motion carried. Mr. Gemmill asked about the Hill-Burton Act as it applies . to the proposed Los Ala:mitos Area Hospital. The meeting was cai1ed to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: " " None The Mayor stated that this was the time set for a public hearing on Ordinance No. 575 (TraffiC Code). There bein~ no p~otests I the City Attorney presented Ordinance No. 575 by.tit1e. It was . , moved by Leonard and seconded by Jones that Ordinance No. 575 be deemed as having had its second reading and be passed for adoption. The meeting reconvened at 8:05 P.M. It was moved by Jones and seconded by Leonard that the minutes of the regular adjourned meeting of May 23, 1961 be approved as presented. Letters from Senator Thomas Kuche1 and the Seal Beach Chamber of Commerce in regard to a proposed Naval Hospital at Long Beach were received and filed. Letter from Stuart Hinson regarding a street improvement at 14th and Seal Way was discussed. This being a budgetary item, it was referred to the City Manager. Letter from the America~ Legion was received and filed. Letter from the Star Club was received and filed. Letter regarding the Annual Navy Relief Rodeo was received and filed. Copy of application of transfer of liquor license for Robert L. Vogler, was received and filed. Letter from the Long Beach State College thanking the 401 ~ Ord. 5,79 Navy Hospit St. Dept. 408 Surf. ing Pollce Dept. Reso. 1120 Reso. 1121 Reso. 1122 Ord. m , Ord. ~ Council and City Manager for his recent speech, was received and filed. Letter from Mrs. Pat Jones relative to the Artists League was received and filed. Announcement of the Execute Committee meeting of the Orange County League was received and filed. Mr. John Bonham and W. H. Davidson spoke against the I surfing restriction recently put into effect. No action taken. 'Mayor Gibbs granted the Beta Alpha Epsilon Award for the outstanding police officer in the area to Paul Bender. Resolution No. 1120 (Excluding City-Orange County Fire , " District) was presented by the City Attorney. It was moved by Gemmill and seconded by Jones to waive the reading arid to adopt Resolution No. 1120. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. It was moved by Gemmill and seeonded by Jones to waive the second reading and to adopt Ordinance No. 577. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Ordinance No. 580 (Amending License Code) was presented by title by the City Attorney. Mr. Brashear reported a joint arteria~ highway program with the Navy, County and City for Bay Boulevard. Mr. Brashear also reported the remodeling of the pier restrooms was nearly completed. Mr. Brashear stated it would have to be replaced before long. Mr. Buck reported that no license fee could be collected from beer and liquor delivery trucks. After some discussion it was moved by Gemmill and seeonded by Jones that the City Attorney prepare an emergency ordinance more clearly defining Entertainment Cafes, under the license code. Groin Lic.
