California June 20. 1961 ' The City Council of the City of Seal Beach met in regu- lar session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order with the Pledge of Allegiance. "The invocation was given by Rev. Gillis of the Brethren Church. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: " None " This being the time and place for a public hearing on Annexation No.7 Revised. there being no protests written or oral it was moved by Jones and seconded by Gemmill that it be noted . that proper notices were mailed to all interested parties as re- quired by law, by the City Clerk. Annex. No.7 AYES: NOES: Flanagan, Jones, Leonard. Gemmill, Gibbs None' Motion carried. It was moved by Gemmill and seconded by Jones that there being no protests. Annexation No. 7 Revised, be approved. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. It was moved by Flanagan and seconded by Leonard that the minutes of the regular meeting of June 6th and the special meeting of June 15, 1961 be approved as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. Payroll demands No. 4685 to 4743 inclusive and regular demands No. 429 to 526 inclusive, for a total of $43,568.30 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard. Gemmill, Gibbs None Motion carried. Petition regarding surfing regulations was discussed. It was decided that t he present regulations remain in effect and that a further study be made. The City Clerk 10 so advise. Letter from the Planning Commission regarding rezoning of Parcels 1,2,3, Tract 4242 (Leisure World) from R-l to C-1 and that the balance of the property be rezoned R-3 was received and filed. Bay' City Tract from R-) to C-1 was received and filed. It was moved by Leonard and seconded by Jones that the date of July 25, 1961 at 7:)0 P.M. be set for a public hearing before the City Council. I pier lease to permit the lessee to construct an enclosure for retail selling, merchandise to be sold at prevailing city prices. Letter from the Department of Public Health regarding Los A1amitos Area Hospital was received and filed. ~etter from Victor Hinson requesting resurfacing of 14th Street at Seal Way was discussed. The City Clerk was instrUcted to advise Mr. Hinson that street repairs were under Btudy and that the work would be done in an orderly manner when funds are .avai1able. ~etter from John P. Callos, commending Police Officer Waggonner was received and filed. Letter of thanks from the United Veterans Council for assistance in the Memorial Day program, was received and filed. Announcement of the June meeting of the Orange County League of ~ities was received and filed. Letter from Mr. Wood regarding the fur.nishing of Base ball caps and T-shirts was discussed, with action taken against the project The City Manager to advise. Mrs. Jensen of 920 Catalina, inquired about one day street sweeping in the subdivision area, which permitted no parking on either side of the street during certain hours. Present schedule to remain 'in effect. I I Resolution No. 1124 (James P. Butler - In Memorium) was presented, by the City Attorney. .It was moved by Leonard and seconded by Jones to adopt Resolution No: 1124. AYES: NOES: Flanagan. Resolution No. 1126 (Dismissing Action-Masonry Wall)' was presented by title by the City Attorney. It was moved by Jones and Reso xeconded by Leonard to waive the reading and to adopt Resolution 1126 No. 1126. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Motion carried. Ordinance No. 580 (Amending License Code) was presented by title by the City Attorney. Ord. It wa~ moved by Gemmill and seconded by Leonard to waive the second reading and to adopt Ordinance No. 580 580. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None . Motion carried. Ordinance No. 581 (Rezoning Tract 4242-Leisure World) was Ord. presented ~y title by the City Attorney. It was moved by Flanagan 581 and seconded by Jones to waive the reading of Ordinance No. 581. that it be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan. Jones, Leonard, Gemmill, Gibbs None Motion carried. ~t was moved by Gemmill and seconded by Jones that the property owned by General Telephone Company, a certain portion of Westminster Blvd.. and certain other land, all of which was des- cribed in Resolution No. 1111, be eliminated from proposed Annexa- tion No.7, and that such proposed annexation be as contained in the revised description dated May 8, 1961. Two letters commending the Police Department and the Life Guards were mentioned. The City Manager reported two methods of eliminating the. drainage pJ:'ob1em at Coast Highway and Bo1sa Avenue. It was moved by Jones and seconded by Gemmill to instruct the City Manager to request the Civil Service Commission to proceed with classification for a full time registere~ civil engineer as a proposed City Engi~eer. Mr. Brashear reported further study was needed on pro- posed charges for fire rings use. He also reported more information needed on the proposed out-door bulletin board. Code Cafe". AYES: NOES: Flanagan, Jones, Leonard, Gibbs Gemmill Motion carried. The City Manager reported that the new life guard stat~ons were under construction and that signs for the City Hall parking lot were o~dered.
