Mayor 'Gibbs "inquired about mosquito abatement. It was
reported that the Mosquito Abatement truck had recently been work-
ing in the City.
Mayor Gibbs read a letter from 'the City Attorney sub-
mitting his resignation. Action on'the resignation was deferred.
Mr. Leonard suggested that an investigation be made
into more strict regulation of beer and liquor licenses.
It was moved by Leonard and seconded by Gemmill to adjourn.

The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance.
The invocation was given by Rev. Louis Pick, St. AnnIs
Church.

The Mayor announced tqat tqis was the time for a public
hearing on Annexation No.9. It was moved by gemmi11 and seconded
by Leonard, t~at the record show that the City Clerk ~ad notified
property owners in the area and that no p~otests were presented.

Ordinance No. 585 (Annexation No. 9 Approved) was pre-
sented by the City Attorney. It was moved by Leonard and seconded
by Jones that Ordinance No. 585 be deemed as having had its first
reading and be passed to the second reading.

A petition requesting a change in surffftg hours was dis-
cussed. Mr. Jack Randall, representing a surfing group addressed

the Counei1, It was moved by Gemmill that a rule be adopted per-
mitting surfing west of the pier to 10:00 A.M. Motion lost for
want of a second. It was decided to table the matter for one week,
until July 25th for more study.
After some discussion it was moved by Leonard and seconded
by Jones that the Council go on record to send a resolution of approvar
of fourteen days of thorough bred racing at Los A1amitos Race Course,
to the California Horse Racing Board.

Copy of a request for a liquor license by Darby!s Market
was received and filed.
Mayor Gibbs reported she had'received a request for a
"Key" to the City. Referred to the City Manager.
Mayor Gibbs read a statement signed by all members of the
City Council regarding the Plumbing and Electrical Codes. concerning
their desire to straighten out certain matters. The City Manager
Bldg.
reported certain errors in the present Electrical Code.

Mr. Hanzlik
spoke in behalf of the local Electrical. Plumbing and General Con-
tractors, offering their assistance in helping to clear up errors

followed. The Contractors group recessed to discuss the matter.
Mr. Hanzlik again spoke'in behalf of the Contractors group. recom-
mending that the present Electrical Coae be enforced. They will
recommend certain revisions. That they'recommend the adoption by
emergency ordinance of'the Orange Empire Plumbing Code of 1961,
and that they recommend certain revisions to it later.
Ordinance No. 586 (Adopting the Orange Empire Plumbing
Code of 196~ - Emergency) was presented by the City Attorney. It
was moved by Leonard and seconded by Gemmill to adopt Ordinance No.

was presented by the City Attorney. After some discussion Resolution
No. 1131 was tabled.
Resolution No. 1132 '(Water Wells - Advertise for Bids) was
presented by the City Attorney. It was moved by Leonard and seconded
by Jones to a. dopt Resolution. No. 1132.

The City Manager also reported that a supply of trash
cans had been installed on the pier.
Resolution No. 1133 (San Gabriel River Freeway Routes)
was presented by the City Manager._ Lt was moved by Flanagan and
seconded ~y Leonard to adopt Resolution No. 1133.
