St. Improve Seal Beach, California July 25, 1961 The City Council of the City of aea1 Beach met in re~~ar adjourned session at 7:30 P.R. with Mayor Gibbs presiding. The meeting was called to or.der with the Pledge of Allegiance. Present: Mayor Gibbs, Councilmen: I Flanagan, Jones. Leonard, Gemmill None , Absent: II " The Mayor changed the regular order of business to discuss , surfing regulations and to hear members of a large interested dele- , . gation. After discussion it was moved by Gemmill and seconded by Jones that surfing be permitted 'from Eighth str~et east to the pier from 4:30 A.M. to 10:00 A.M. excluding Saturdays and Sundays, for a trial period through August 1st. Report of Life Guards and Police Departments to be presented August 1st. AYES: NOES: . Flanagan, Jones, Leonardi Gemmill. Gibbs None Motion carried. . This being the time for a public hearing on Annexation , , ... . , No.7, after a report from the City Clerk, it was moved by Jones and seconded by Gemmill that the record show all interested per- sons were notified of the hearing and that no protests were received. AYES: Flanagan, Jones, Leonard, Gemmill, Gibbs NOES: None I Motion carried. , ' , Ordinance No. 589 (Annexation No.7) was presented by title . by the City Attorney. It was moved by Leonard and seconded by Flanagan that the first reading of Ordinance No. 589 be waived. that it be deemed as having had its first reading and be passed to the second reading. AYES: Flanagan. Jones, Leonard. Gemmill, Gibbs NOES: None Motion carried. This being the time for a public hearing on the Northeast Street Improvement District, the Clerk reported notifing all inter- '~I ested parties and that no protests had been received. It was moved by Jones and seconded by Leonard that finding no protests either written or oral that the City Manager be authorized to proceed with bids for the project. AYES: Flanagan, Jones. '0' .- I I" 4'28. and 4, Block 108, Bay City Tract, the f~llowing protests were heard , against rezoning. Mrs'. Stangeland, MrB;. Evans, Mr. Avri tt and Mrs. Putnam. Mr. Earl Raines stated his position against rezoning as a menber of the Planning Commission. Mr. Praggastis spoke in behalf of rezoning. After further discussion, it was moved by Jones and seconded by Flanagan that the hearing be concluded and that the recommendation of the Planning Commission to rezone Lots 2 and 4. Plan. Comm. . Block, 108. Bay City Tract from R-3 to C-l be approved. AYES: Flanagan. Jones, Leonard, Gemmill; Gibbs NOES: None. Motion carried. It was moved by Jones and seconded by Leonard that the minutes of the regular meeting of J~ly 18th --be approved as presented. . . AYES: Flanagan, Jones, Leonard, Gemmill, Gibbs NOES: None ., Motion carried. , Letter from the Royal Globe Insurance Group cancelling our general liability ins~rance as of August 6, 1961 was discussed. The City Manager reported that a thirty day extension had been granted to September 6th. The City Manager was instructed to procure Insura bids. , Mr. Melton Ward inquired about the delay in the Northeast Street Improvement project. It was explained that technical NE . difficulties required by law demanded readvertising for bids. Mr. Fred Lusk suggested that a new time for street sweeping in the subdivision be arranged. Referred to the City Man48er. Mrs. McCollum suggested more pedestrian crossings be installed in the subdivision. Referred to the City Manager. Mr. Van Lindstrum recommended traffiC signals at Coast and Mar Vista and electrically operated gates on the parking lots. He St. Impr. , was advised or the pending request for traffic signals and that the gate type entrance to the parking lots were under study. . Mr. John Lynde suggested removal or the park-ways on 17th was Street to widen the street. He~advised that the majority of the , , property owners in the Northeast Street Improvement project wIshed the streets to remain as at present. Mr. Ed Keller recommended fire rings be installed near the First Street parkIng lot to benefit the surfers. Referred to the City Manager. Gemmill, Gibbs NOES: None Motion carried. Ordinance No. 587 (Amending License Code-~tertai~ent Cafes) was presented by title by the City Attorney for the second reading. It was moved by Leonard and seconded by Jones to waive the second reading of Ordinance No. 587 and that it be passed for adoption. I , AYES: Flanagan. Jones, Leonard. Gemmill. Gibbs NOES: None Motion carried. Ordinance No. 590 (Amending Electrical Code-Emergency) was presented in full by the City Attorney. It was moved by Gemmill , and seconded by Jones to adopt Ordinance No. 590. AYES: Flanagan, Jones, Leonard, Gemmill. Gibbs NOES: None, Motion carried. Resolution No. 1135 (Los Alamitos Race Course) was presented by title by the City Attorney. It was moved by Leonard and seconded - by Jones to waive the reading and to adopt Resolution No. 1135. .. AYES: Flanagan, Jones. Leonard, Gibbs NOES: Gemmill I Motion carried. The City Attorney suggested that further study be given to proposed restrictions on cafes selling alcho1ic beverages. Upon the recommendation of the City Manager it was moved by Flanagan and seconded by Jones that.the City Attorney be instructed , to proceed with a condemnation action to secure easements and right- of-ways for sewer connections for the Leisure World. to tie in with Orange County Sanitation District No.3. AYES: Flanagan. Jones. Leonard, Gemmill. Gibbs NOES:. None Motion carried. The City Manager told of a proposal to sel1.soft drinks etc., at the First Street parking lot. It was moved by Jones and seconded by Flanagan to authorize the City Manager to get the highest bid. AYES: Flanagan. Jones, Leonard. Gemmill, Gibbs NOES: None I Motion carried. . The City Manager reported that future advertising for Marina Vista would iQen~ify the City. , It was moved by Leonard and seconded by Jones that a bill for some $1000.00 from the County of Orange for back payments for Teletype service be paid. Mr. Leonard suggested that towels be removed from the rest rooms under the pier and that electric hand dryers be installed. Mr. Pier Gemmill suggested that 'because of the.abuse by the public, towel facilities be removed completely. The City Manaaer was instructed to make the removal. Rest Rooms_ It was moved by Gemmill and seconded by Leonard that the City Manager arrange a meeting for August 3rd at 7:30 P.M. with the Employees Association to further discuss the group insurance plan. AYES: Flanagan, Jones, Leonard. Gemmill, Gibbs NOES: None Motion carried. The Mayor reannounced "Seal Beach Baseball Night". Augus:b 4th. The Mayor stated that she had been advised that a public hearing on the San Gabriel Freeway would be held August 31st. Referred to the City Manager. . The Mayor urged that more study be given the Sister City Program and suggested a coastal city of similar size in Japan be recommended. The Mayor was instructed to proceed. It was moved by Gemmill and seconded by Leonard to adjourn.
