The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. C. E. Monroe, Assembly of God Church. Present: Mayor Pro-tem Gemmill Councilmen: Flanagan, Jones, Leonard Absent: n n Gibbs It was moved by Leonard and seconded by Jones to approve the minutes of August 1, 1961 as presented., AYES: ABSENT: Flanagan. Jones, Leonard, Gemmill Gibbs Motion carried. Regular demands No. 672 to 773 inclusive. totaling $18,449.73 as approved,by the Finance Committee. It was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ' ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. It was moved by Jones and seconded by Leonard to approve the payroll-of August 16th. AYES: ABSENT : Flanagan. Jones. Leonard. Gemmill Gibbs Motion carried. Letter from the-Seal Beadh Chamber of Commerce regarding proposed resolutions for an Orange County American League Baseball . Cham franchise and an Orange County medical school were received and filed. Comm. Letter from Robert M. Wilson, Councilman. City of Costa Mesa. relative to a proposed resolution was received and filed and action deferred for further study. Letter from John Miller, 811 Avalon Drive. requesting permission to store a boat on his property was discussed. R~ferred to the City Manager for study and report in two weeks. It was moved by Leonard and seconded by Jones that the Boat Stor9JI 'City request of the City Treasurer to transfer $7.148.86 from the general fund to the drainage fund be approved. Treas. Reso. 1138 Letter from the Division of Highways relative to the San Gabriel River Freeway was received and filed. Letter of thanks from Mrs. Alice Harbour for action taken regarding surfing was received and filed. Letter of thanks from the Los Alamitos Race Course was received and filed. , Upon the request of the City Attorney, further action on Ordinance No. 591 (Rezoning Lots 2-4. Block 108, Bay CIty) was deferred pending agreement with property owner and County to con- 1 struct a library. Ordinance No.,592 (1961-62 Tax Rate - Emergency) was pre- sented in full by the City Attorney. It was moved by Leonard and seconded by,Jones to adopt Ordinance No. 592. AYES: ABSENT: Flanagan. Jones, Leonard. Gemmill Gibbs Motion carried. Ordinance No. 593 (Council Meetings - 1st and 3rd Mondays- Effective October 2, 1961) was presented by the City Attorney. It was moved by Leonard and seconded by Jones that Ordinance No. 593 having had its first reading be passed to the second reading. AYE5 : Flanagan. Jones, Leonard. Gemmill I ABSENT: Gibbs ,Motion carried. Resolution No. 1136 (North East Street Improvement District) . was presented by the City Attorney. It was moved by Leonard and seconded by Jones to adopt Resolution No. 1136. AYES: ABS ENT : Flanagan, Jones, Leonard, Gemmill Gibbs Motion carrt'ed. Resolution No. 1137 (San Gabriel River Freeway Protest) was presented by the City Attorney. It was moved by Flanagan and seconded by Jones to !dopt Resolution No. 1137. AYES: ABSENT: Flanagan, Jones. Leonard, Gemmill Gibbs Motion carried. It,was moved by Jones and seconded by Flanagan that the resignation of Robert Buck as City Attorney be accepted with regrets that he be retained as consulting attorney until Sept. 1st and that James Carnes be appointed City Attorney, effective AuguSG 16th. Reports.of the Building, Water, License Departments and City Treasurer for the month of July 1961 were presented. It was moved by Jones and seconded by Leonard to receive and file the City Officers reports. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. ' The City Manager reported that considerable savings would be made in the resurfacing of Bay Blvd. by combining forces with the County. After some discussion it was moved by Jones and seconded by Leonard to adopt the 1961-62 budget of $840,090.00 including Salary Bud ,g:et SChedule G. AYES : ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. After considerable discussion it was moved by Jones and seconded by Leonard that the major medical insurance program pro- posed by the Occidental Life Insurance Compa~y and approved by employees of the City of Seal Beach be adopted and put into effect as of the 16th day of August, 1961, it being understood that the cost of this program is being shared by city amployees through voluntarily relinquishing their rights to two holidays established Group Insur City EmPl'l - by the Civil Service Rules and Regulations, namely Lincoln's Birth- .. day and Columbus Day. and it being further understood that the policy of this Council in this matter is to maintain such medical insurance on the basis that~the cost of such program tor the employees coverage is shared on an approxima~e1y equal basis derived from the application of the amounts otherwise payable for not working these two holidays to the total cost of said insurance. It is further understood that the employees shall pay the cost of their dependents. The City will make available if possible, group life insurance and accidental death and aismemberment insurance to be paid for by the employees. Upon the request of Mr. Brashear it was moved by Jones. and seconded by Flanagan that Robert MacClure be appointed Acting City Manager while Mr. Brashear is on vacation. .432 AYES: ABSENT: Flanagan. It was moved by Leonard and seconded by Jones that no work be commenced on Leisure World Water Well No. 1 until a per- manent easement or dedication of the property is received. Mr. Gemmill inquired about enforcement of trash container regulation. , The City Manager reported the new set up should be ready by next meeting.
