California August 29, 1961 The City Council of.the City of Seal Beach met in regular adjourned session at 7:30 P.M. with.Mayor Gibbs presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill, Gibbs Absent: II II None Navy Mr. Jones suggested that the minutes of August 15th should specify the engineering expenses to be.shared with the County in the Bay Boulevard project. It was moved by Jones, and seconded by Flanagan to approve the minutes.of August 15th as corrected and also to approve the minutes of the special meeting of August 21, 1961. Letter from the Orange County Health Department regarding trailers and trailer parks was referred to the acting, City Manager for more information. ,Letter from the Navy Department regarding the status of the Ammunition and Net Depot was received and filed. It was moved by Leonard and seconded by Jones that the Council adopt a resolution inviting the Los Angeles American League baseball team to locate in Orange County as. recommended by the Associated Chambers of Commerce. Resolution No. 1139 (Inviting the owners of the Angels' Baseball Club to locate their American League Baseball Franchise in Orange County). was presentdd,by title by the City Attorney. It was moved by Gemmill and seconded by Flanagan to a dopt Resolution No. 1139. !U2 AYES: NOES: Flanagan, Jones, Leonard. Gemmill, Gibbs None Motion carried. I o i'o o < <t ::c I I Milo Keith representing Leisure World addressed the Council regarding acceptance of tract maps No. 4337 and 4378. After some discussion the Mayor called a recess. The meeting reconviened at 9:05 P.M. Letter from Voorheis, Trindle and Nelson. City Engineers, bonds etc.. regarding the acceptance of tract maps was referred to the City Attorney for recommendation at an adjourned meeting August 30th. Resolution No. 1140 (City Attorney - duties - salary) was presented by the City Attorney. No definite action taken. It was moved by Gemmill and seconded by Jones that James Carnes be employed as City Attorney at $600.00 per month. effective August 15. 1961. AYES: NOES: Flanagan, Jones. Leonard, Gemmill, Gibbs None . Motion carried. 'Ordinance No. 591 (Rezoning Lots 2-4, B1k. 108, Bay City) . second reading. Referred back to the City Manager. . ~ Ordinance No. 593 (CounciliMeetings Dates) was presented by title by the City Attorney. It was moved by Jones and seconded by Flanagan to waive the second reading of Ordinance No. 593, and that it be deemed as having had its second reading and be passed for a doptlon. AYES: 'NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None' Motion carried. Ordinance No. 594 (Boating Regulations - amending Ord. No. 4as Leisure World Reso. 1140 Ord. 591 Ord. .22.L Ord. 578) was presented by title by the City Attorney. It was moved by 594 Leonard and seconded by Gemmill to waive the first reading of Ordin- ance No. 594. that it be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan, Jones. Leonard, Gemmill, Gibbs None Motion carried. It was moved by Jones and seconded by Leonard that the City Attorney be authorized to represent the Civil Service Board at a Civil Service Hear~ng to be held August 31, 1961. AYES: NOES: Flanagan, Jones. Leonard, Gemmill, Gibbs None Motion carried. A discussion was held regarding amending Civil Service ordinance. The City Attorney reported a delay in condemnation action ca~l Servo '4'36 Ord. on property at the San Gabriel River-Long Beach Marina for need of a title search. Acting City Manager MacClure reported that a survey had been made and that Ordinance No. 491 (Boats) should be amended. Mr. Hiller requested 'that his letters in regard to boat storage . :--::'.';' b~t,hdrawn. - . . .,. .' It was moved by Leonard that Ordinance No. 491 (Boats)be .91 -~-- ~,~, Boat amended to permit the Chief of Police or City Manager to issue Storap:e ,special permits for storage of boats over sixteen feet in length. Motion lost for want of a second. I At the request of the or~ County Flood Control District, Mayor Gibbs appointed Councilman Gemmill to serve on a water avail- ability committee. Mr. MacClure reported that the Miller Lunch Truck concession , at the First Street par~ing lot had been extended to September 17, 1961. Emply. Mr. MacClure recommended that overtime pay for certain Overtime employees be approved. Approval was granted. Mr. MacClure also recommended that pay step increases be Pay granted to the Life Guard Captain and the two Lieutenants, effective September 1st. After considerable discussion it was moved by Gemmill and seconded by Gibbs that they should be advanced to Pay step B, effective September 1, 1961. I Life Guards AYES: NOES: Gemmill, Gibbs Flanagan, Jones, Leonard Motion lost. It was moved by Leonard that all other life guards be increased from ten to fifteen cents an hour. rate to be set by the Chief of Police. Motion lost for want of a second. It was moved by Jones and seconded by Gemmill to adjourn until 7:30 P.M. August 30, 1961. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried.
