Mayor Gibbs declared a recess at 7:40 P.M.
Mr. Jones arrived at 7:55 P.M.
The meeting reconvened at 8:20 P.M.
Deputy City Attorney Maxwell advised the Council that proper
notice of the ~pecial Meeting had not been made and that no legal
action could be taken at this time.
It was moved by Flanagan and seconded by Jones to adjourn
at 8:25 P.M.

fication. was received and filed.

Letter of recommendation from the Planning Commission to
grant a set-baok variance to Allen Stangeland, 705 Carmel Avenue
was discussed. The Mayor asked if there were any protests from .the
audience. There being none. it was moved by Jones and seconded by
Leonard to accept the recommendation of the Planning Commission.

Mrs. Bonnie Orme presented the City two boxes to the
Benefit Horse Show presented by the Long Beach Community Hospital
AuxiJary, September 9th and lOth at Los Alamitos Race Course.
Mrs. Vivian Jensen complimented the City on the presenta-
tion of protests made at the San Gabriel River Freeway hearing.
Deputy City Attorney Maxwell reported on the proposed
lease with Orange and James Praggastis for the .1ibrary. Terms of
the lease and parking areas were discussed. It was moved by Gemmill
and seconded by Jones to accept the lease as presented and corrected
and to authorize the Mayor and City Clerk to execute the lease, pro-
vided lessor will provide twelve parking spacee;. designating four

spaces for library use.

Ordinance No. 591 (Rezoning Lots 2-4, Block 108, Bay City
Tract) was presented by title by the City Attorney. It was moved by
Jones to defer' action on the ordinance until the lease is amended.

by Jones to waive the second reading of Ordinance No. 591. that it
be deemed as having had its second reading and be passed for ad&ption.

approve the tentative tract map No. 4242, subject to'the following
conditions; (1) Dedication by separate deed be made to the City of
II Seal Beach for that portion of the future extension of Westminster
Blvd.. 'within the present boundaries of the City of Seal.Beach
prior to issuance of any certificate of occupancies. (2) Dedication
by separate deed for water easements be'made'to the City of Seal
Beach as determined by the City Engineer prior to issuance of any
certificate of occupancies. That the record show that the Planning
Commission had acted on the above within the past six months.

Mr. Gemmill reported on bids from Pacific Indemnity and
Travelers for public liability insurance. Mr. Gemmill stated that
because of a possible conflict of interest he would not vote or
participate in the matter. It was moved by Jones and seconded by
Flanagan to accept the proposal of Pacific Indemnity, subject to
further study.':"

the San Gabriel River. Mr. Brashear stated that Sully-Miller was
removing sand and that soon the Army Engineers would start dredging.
Mr. Jones requested that he be removed from the Finance
Committee. No action taken.
