The City Council of the City of Seal Beach met in regular
~ adjourned session at 7:30 P.M. with Mayor Gibbs presiding. The

It was moved by Jones and seconded by Leonard to approve the
minutes of September 1st and 5th as presented.

Letter from Orange County Counsel regarding lease with Mr.
P2aggastis for 1ibrary.was discussed. The City Manager reported.
that the final qecision was now up to Mr. Praggastis.
Letter from the Orange County Highway Department concerning
improvement pf Bay Blvd. was received and filed.

Announcement of the September meeting of the. Orange County
Coast Association was received and filed.
Announcement of. a "Freeway" meeting by the Newport Harbor
Chamber of Commerce was received and filed.

Resolution No. 1145 (City Manager-Salary Scale) was pre-
sented by the City Attorney. It was moved by Leonard and seconded by

sented by the City Attorney. It was moved by Jones and seconded by

The City Manager read a letter from the Planning Commission
recommending that tentative tract maps No. 4337. No.4378 and No. 4401
of tentative tract map No. 4242 be approved. It was moved by Leonard
and seconded by Jones to accept the recommendation.

It was moved by Jones and seconded by Leonard that the City
Council approve and accept final tract maps No. 4337, 4378. both
portions of tentative tract map No. 4242.

Mr. Brashear reported receiving a dividend check for
$2610.57 from State Compensation Insurance Fund, which is 44% of
the total premium paid.

The City Manager requested appointment of a councilman to
the Traffic Committee as required under the Traffic Code Ordinance.
No action taken.
Mr. Jones inquired about further action on liability
insurance. The City Manager reported further study needed.

Mr. Jones also inquired about uniform trash containers.
Mr. Brashear stated further study was also needed on this matter.
Mr. Jones reported atttending an Associated Ohambers of
Commerce meeting in which they went on record opposing makIng High-
way 101 a freeway. The City Manager to write a letter of apprecia-
tion.
Mr. Leonard inquired about Leisure World water well No.1.
Mr. Brashear reported the study was continuing.
Mr. Flanagan reported street defect at the entrance to the
Trailer Park. Repairs will be made on completion of the brIage

The Mayor announced a meeting of the executive committee
of the Orange County League. Thursday, September 9th.
The Mayor and City Council publ~cly commended Capt. Seymour
Life
and the Life Guards for their services during the past year.
It was moved by Flanagan and seconded by Jones to adlJourn
at 8:45 P.M.

The invocation was given by Rev. Ralph Supplee, Methodist
