The Mayor stated that our Civil Defense set-_p was in need of reorganization. Further discussion followed. Immediate study needed by the Council and City Manager. The meeting was called to order with the Pledge of Allegiance. . Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill I Absent: " " None It was moved by Flanagan and seconded by Jones to approve . the minutes of the regular meeting of September 19, 1961 as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill. Gibbs None Regular demands No. 876 to 932 inclusive and payroll demands II No. 5197 to~67 inclusive for a total of $46,141.29, as approved Motion carried. by the Finance Committee were presented. Letter from Jim Bentson opposing the construction of a two story library-office building at 8th and Central. was discussed and referred to the City Attorney. Application of Julia Adams for a palmistry license was discussed and referred to the City Attorney. A proclamation by Mayor Gibbs declaring October 24, 1961 as United Nations Day was presented. Decision of the Civil Service Trial Board in the case of G. Servo Letter from William Lower in,regard to Life Guard pay scale was discussed at length. It was moved by Jones and seconded by Flanagan to defer action for further study. It was moved by Jones and seconded br Gemmill that communi- cations addressed to the City Council should be received in the City Clerks office no later than noon Friday proceeding scheduled City Council meetings. Referred,to the Ci ty Manager. Resolution No. 1146 (Civil Defense-Frivolous Activities) was presented by the City Manager. It was moved by Gemmill and seconded by Jones to adopt Resolution No. 1146. Ordinance No. 596 (Code of Seal Beach-adoption) was pre- I sented by the City Attorney. Further action deferred. Resolution No. 1140 (City Attorney - Duties) was presented by the City Attorney. ' The City Manager reported that. the Police Department was useing an intern furnished by Long Beach State College at no cost to the City. I Mr. Brashear further r~ported that John Burkhart was employed as a general intern. Mr. Brashear reported that Police C~ief MacC1ure had accepted Chairmanship of a.Po1ice Science Committee at Los Angeles State College. Mr. Brashear further reported that the 1911 Act street work was under way and that all necessary replacement of water lines had been completed in the area. Mr. Brashear stated that a testing program for sewer line cleaning was in progress. A ,letter from the Division of Fish and Game stating that there was no known remedy to eliminate sting rays was received and filed. Report of the License Collector for the month of Sept., 1961 was received and filed. Mr.. Flanagan inquired about cost of sewer cleaning program. ~r. Brashear stated that he had not had enough time to report. Mr. Jones reported that at a recent meeting of the Orange I o i'o o <. ~ :I:: .1 I 451 County Coastal Transportation Committee they went on record as opposed to making Route 60, also known as 10lA into a freeway. Mr. Leonard asked about overtime payments to employees. Mr. Brashear reported certain payments had been made-as of October 1st. After considerable discussion it was moved by Leonard to pay entire overtime to employees as of August 1st. Motion lost for want of a Emp1 second. Mr. Gemmill suggested that the City Manager prepare a' general policy of overtime payment. Mr. Gemmill stated that it was reported that home buyers\ in the subdivision along Coast Highway'were being asked to sign agree- ments not to protest rezoning of vacant lots in that area. The City Attorney stated that such an.agreement W9u1d be invalid. Sub !2ll:. The Mayor reported that the R. E. Dolley Lodge would present an Americanism program at the Zoeter School, October 13th. The Mayor also reported that she and Mr. Gemmill and Mr. Brashear had attended a meeting of the West Orange County Water Board and that they were ernest1y working on future water supplies.
