Mr. Leonard asked about overtime payments to employees. Mr. Brashear reported certain payments had been made-as of October 1st. After considerable discussion it was moved by Leonard to pay entire overtime to employees as of August 1st. Motion lost for want of a Emp1 second. Mr. Gemmill suggested that the City Manager prepare a' general policy of overtime payment. Mr. Gemmill stated that it was reported that home buyers\ in the subdivision along Coast Highway'were being asked to sign agree- ments not to protest rezoning of vacant lots in that area. The City Attorney stated that such an.agreement W9u1d be invalid. Sub !2ll:. The Mayor reported that the R. E. Dolley Lodge would present an Americanism program at the Zoeter School, October 13th. The Mayor also reported that she and Mr. Gemmill and Mr. Brashear had attended a meeting of the West Orange County Water Board and that they were ernest1y working on future water supplies. California October 16. 1961 The City Council of the City of Seal Beach met in regular session at 7:30 p.m. with Mayor Gibbs presiding. The meeting was ,called to order with the Pledge of Allegiance. Leonard, Gemmill None Absent: It was moved by Jones and seconded by Flanagan to. approve the minutes of Oct. 2. 1961 as presented. Payroll demands No. 5268 to 5326 inclusive and regular demands No. 931 to 993 inclusive, for a total of $27,495.21 as approved by I the Finance Committee were preseuted. Letter from the Ch~b~r of Commerce regarding a Christmas Decoratioq program for 1961 was discussed and referred back to ~he Chamber of CQmmerce for more information. Request of the Los Alamitos Race Course for the City to appear at a h~aring of the California Horse Racing Board, Santa Ana, on October 18th was discussed. The City Clerk was delegated to rep- resent the City. Letter from Wm. Mackenzie Brown regarding fallout shelters and the 1911 Act was referred to the City Atto~ney. Letters from Sena~or Murdy, E1va Akenson and Arthur Howey regarding o~r recently adopted resolution condemning frivolity at a forthcoming civil defense meeting were received and filed. A general discussion of the Planning Commission procedures followed. Mayor Gibbs introduced Mayor Kennedy of the City of Paramount. Ordinance No. 596 (Municipal Code -adoption) was presented by title by the City Attornev. It was moved by Gemmill and seconded by Jones to waive the first reading of Ordinance No. 596. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. It was moved by Gemmill and seconded by Jones that Ordinance No. 596 be deemed as having had its first reading and be passed to the second reading. It was moved 'by Leonard and seconded by Gemmill that Mrs. Irene Pomatto be allowed $50~00 for expemses in connection with attending a Civil Defense Conference in Santa Barbara as a representative of the City. Request for proper procedure in adjourning a public hearing 458 Ord 596 Ord. ~ Civil Def. Annex for Annexation No.8 due to the Council's attendance at the California No.8 League of Cities on October 23rd was referred to the City Attorney. Mr. Brashear reported that the proposed increase in the League of California Cities annual dues would be voted on at the cronference. k thank you letter from the Public Utilities Commtssion for our recently adopted resolution concerning water metering was received and filed. Mr. Brashear stated that thirty-one applications for the Clerk- Typist position had been received,to date. It was moved by Jones and seconded by Leonard that a copy of the 1961-62 budget be posted, and that a copy be available in the City Clerks office for public information. Ordinance No. 597 (Palmistry - Amending Ord. No. 472-Urgency) was ~,presented in full by the City Attorney., It was moved by Leonard and seconded by Jones to adopt Ordinance No. 597. AYES: 'ABSENT : Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Mr. Jones inquired about the amount of Water Department de- linquencies. Referred to the City Manager and City Attorney. Mr. Jones also inquired about the street sweeping schedule in the subdivision. The City Manager reported that the Dep~rtment of , Public Works was working out a new schedule. Mr. Jones further iqquired ~bout the request to change the direction of traffic on Thirteenth Street. Report from the Police Department not complete. Mr. Brashear reported that the animal regulation ordinance I needed revision. Mr. Joqes asked about solicitors fees in the city. More study needed. Mr. Leonard inquired about payment of Texaco Inc. of annual license fee. The City Attorney stated that he had rendered an opinion and the Clerk had forwarded it to the company. No reply as ye.t. I 455 Mr. Leonard also inquired about the proposed pay increase for Life Guard Supervisors. The City Manager reported that his survey was not ~omplete to date. It was moved by Leo~ard and seconded by Gemmill that.Supervisors be paid $520.00 and $480.00 per month respectively. It was decided that when application is'made for a building permit, the matter be referred t9 the Building Department, City Manager and City Attorney.
