Seal Beach, Califo~nia November 6, 1961 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Pro-tem Gemmill presiding. The meet- ing was called to order with'the Pledge of Allegiance. Present: Mayor Pro-tem Gemmill Councilmen: Flanagan, Jones, Leonard Absent: Mayor Gibbs Upon the advise of the City Attorney, it was moved by Leonard and seconded by Jones to postpone the public hearing on Annexation No.8 until January 15, 1962 at 7:30 P.M. I o. 8 AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Gas Mayor Pro-tem Gemmill declared the hearing open for the proposed gas line franchise as requested by the California Gas Trans- , - '-. ' 'iI' f, ;:.:, franc. mission Company. After some discussion it was moved by Flanagan and seconded by Leonard that the Council take no action on the matter until the Pu~lic Utiliti~s Commission had taken action and to adjo~ the hearing until December 4, 1961 at 7:30 P.M. , ".,' -" AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs . Motion carried. I Letters of protest in the above matter were presented by F. E. Clinton and the Southern Counties Gas Company. It was moved by Flanagan and seconded by Jones to approve the minutes of October 16, 1961 as presented. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Regular demands No. 994 to 1063 inclusive and payroll demands No. 5327'to 5394 inclusive, totaling $24,100.82 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. I Letter of thanks from the Seal Beach Lions Club for co- Civil Servo operation in the recent Halloween Party was received and filed. Letter from the Civil Service Commission regarding Officer Bill Miller was received and filed. Letter from Orange County Council, Navy League, regarding a dinner meeting November 10th at Disneyland Hotel was received and filed. Letter and proposed agreement for cooperation in financing Cham the Christmas Decoration project by the Chamber of Commerce was dis- Comm cussed. It was moved by Jones and seconded by Leonard that the Mayor ---- Letter from the Seal Beach Girl Scout Council soliciting funds was received and filed. Request of the Seal Beach Surf and Sun for permission to bid on legal advertising was discussed. It was moved by Leonard and seconded by Jones that the matter be referred to the City Attorney for investigation and clarification. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs 1 'lS7 Legal Adver1 Beer Wine Mayor Pro-tem Gemmill appointed Mr. Jones and the City II Manager as a committee to work with the Chamber of Commerce as it concerns decorating the City Hall and pier. Melton Ward requested information about correcting sidewalk , St. levels in the 1911 Act-Northeast Street Improvement District. The ,I Motion carried. and City Clerk be authorized to execute the agreement as outlined. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. City Manager stated that studies were being made. Mr. Ward also recommended that supervisory life ~uards should be granted a pay raise. Ordinance No. 596 (City Code -Adoption) was presented by title by the City Attorney. It was moved by Jones and seconded by Leonard that the second reading of Ordinance No. 596 be waived, that it be deemed as having had its second reading and be passed for adoption. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Ordinance No. 598 (Amending Code-Palmistry) was presented by title by the City Attorney. It was moved by Leonard and seconded by Flanagan that the second reading or Ordinance No. 598 be waived, that it be deemed as having had its second reading aiid"be:passed"'1, for adoption.. Over time Fall Out Shelters High ~ ~s The City Manager reported that certain grade levels were necessary in the 1911 Act, Street Improvement District. It was moved by Leonard and seconded by Jones to authorize the work done at not to exceed $2000.00. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Upon the recommendation of the City Manager it was moved by Jones and' seconded by Leonard that one-way traffic on 13th Street, from Coast Highway to Electric Avenue move from north to south. The City Manager reported that the apparent large delin- quencies in the Water Department were caused by our two largest water users whose accounting system left them behind monthly. The City Manager presented an overtime policy. It was moved by Jones and seconded by Flanagan that the policy as outlined , be adopted. (Copy,on file in the City Managers office). The City Manager stated that the County Assessor and County Counsel had reported that tax releif for fall-out' shelters could not be granted. Mr. Herbert Arnois spoke in behalf of Civil Defense and fall-out shelters. I. Mr. Brashear reported that the Division of Highways would install left turn pockets at Coast Highway and Main Street. Mr. Brashear also reported,that eleven street trees wou~d be replaced. The City Manager suggested a Town Hall type of meeting be held to discuss such Matters as water, refuse collection and Civil Defense, Thursday November 16, 1961 at 8:00 P.M. at the McGaugh School Auditorium was approved as to date and time and place. Reports of the City Treasurer for September and the B~ilding and License Departments for October 1961 were received and filed. I Mr. Jones suggested that t~e street trees be trimmed. .Referred to the City Manager. Mr. Jones gave a complete report of the Third Annual Orange County Industrial Conference fie recently attended. 1 o 1'0 o < ~ = I 459 It was moved by Leonard that life gusrd captains and lieutenants be paid $520.00 and $440.00 per month respectively. Motion lost.for want of a second. City Manager to report survey at the next meeting. Letter from the Los Angeles Memorial Coliseum Commission regarding Mercy Day, November 23rd program was received and filed. An invitation to attend Veterans Day Program at Sigler Park, Westminster, November 11th was received and filed. Letter from Governor Brown regarding fall-out shelter survey was.received and filed. It was moved by Jones and seconded by Leonard to adjourn Life Guards Shelte at 9:3.5 P.M.
