Mayor Gibbs announced the annual Christmas Party of the Orange County Coast Association at Newport Harbor Yacht Club, December 7th. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: " 11 None ' The Mayor announced that this was the time for a public Water hearing on vacation of certain water line easements in the Leisure World. The Clerk stated that no written protests had been received. No oral protests were presented. The Mayor closed the hearing. It was moved by Gemmill and seconded by Jones that the City Attorney be imtructed to prepare a proper resolution of vacation. After dis- cussion the matter was tabled for further study. A discussion of proper licensing the proposed "Marina I License Palace" was opened. Mrs. Drake outlined the pr9cedure of operation. Mr. Robertson spoke of the availability of additional parking space areas and access roads. Denny Buell, Dick Dale and James Monsoor spoke in behalf of the facility. The City Attorney stated that the present ordinance would not permit it and that a new regulatory ordinance was needed. After further discussion the matter was referred to the City Attorney and City Manager. Offsite facilities and performance bonds in the Leisure World as it concerns F.H.A. were discussed at length. It was moved Leisur by Gemmill and seconded by Jones that a letter to F.H.A. as proposed World be written as it refers to Tract No. 4337. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The City Manager told of the need for roof repairs and costs on the City Hall. It was moved by Jones and seconded by Gemmill to withhold action until the next meeting to recheck con- City Hall tractors. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The Mayor called a recess at 9:50 P.M. The City Clerk was excused at 10:20 P.M. Mr. Br~shear to take minutes. The meeting reconvened at 11:31 P.M. by Mayor Pro tem Gemmill. It was moved by Jones' and seconded by Leonard that Mayor Gibbs be excused. AYES: NOES: ABSENT : Flanagan, Jones, Leonard, Gemmill None Gibbs Motion carried. It was moved by Jones and seconded by Flanagan that the City Attorney be authorized to negotiate details of water line arrangements with RossMoor Leisure World legal counsel along policy set by Council and that he subMit a fee charge for such service. It was moved by Leonard and seconded by Jones to reject Rossmoor Leisure World water line contract as proposed on basis of reason and policy discussed by Council with the City Attorney. Mayor Pro-teM Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Tne invocation was given by Rev. Louis Pick, St. Anne's Church. I Present: Mayor Pro-tem Gemmill 'Councilmen: Flanagan, Jones, Leonard Absent: Mayor Gibbs It was moved by Jones and seconded by Leonard to approve the minutes of the regular Meeting of December 4 and the regular adjourned meeting of, December of December 11, 1961 as presented. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Payroll demands No. 5514 to 5573 and regular demands No. 1143 to 1199 inclusive, for a total of $26,026.96 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Fianagan, Jones, Leonard, Gemmill Gibbs I, Motion carried. Upon the recommendation of the City Manager it was moved Chlorene oy Jones and seconded by Flanagan that the City Manager be authorized to execute & contract with Chemical Exchange, Wilmington, California, to supply t~e city with chlorene. The Mayor arrived at 7:43 P.M.
