The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. Mayor Pro-teM Gemmill presiding. The meeting
was called to order with the Pledge of Allegiance.
Tne invocation was given by Rev. Louis Pick, St. Anne's
Church.

It was moved by Jones and seconded by Leonard to approve
the minutes of the regular Meeting of December 4 and the regular
adjourned meeting of, December of December 11, 1961 as presented.

Payroll demands No. 5514 to 5573 and regular demands No.
1143 to 1199 inclusive, for a total of $26,026.96 as approved by
the Finance Committee were presented. It was moved by Jones and
seconded by Flanagan that the demands be allowed and warrants drawn
on the Treasury for the same.

requested more, time to consider. The City Attorney explained the

Ordinance No. 600 (Sales.& Use Tax - Amending - Emergency)
was presented in full by the City Attorney. It was moved by Gemmill
and seconded by Jones to adopt Emergency Ordinance No. 600.

City Attorney be instructed to prepare an ordinance rezoning from
M-2 to C-2 that portion of the Pacific Electric right-of-way to

exception for a Ready-Mix plant on a certain five acre parcel in

Operations of the Animal Warden were discussed. The City
Manager reported certain proposed changes in the operation. Further
action deferred for further information from other cities.
The City Manager reported installation of street lighting
at Los Alamitos and Bay Blvds. by the Southern California Edison Co.,

as it concerns Leisure World.

The City Manager reported his findings in the matter of
the Police Department Uniform Fund and suggested a new resolution be
furnished the Council in advance of the next meeting.

Manager be instructed to arrange a half day holiday for employees,
Friday December 22nd and Friday December 29th.

Purchase of two new police cars was discussed. The City
Manager to recReck prices with a trade-in allowance on the 1959
Chevrolet Station Wagon.

for the month of November 1961 were received and filed.

and contract for refuse collection for consideration by the Council.

Mr. Jones asked the City Attorney for his report on legal
advertising. Mr. Carnes reported that he was in the process of per-
paring a declaratory relief action.
Mr. Leonard suggested that the Council meet every Monday
night to clean up all old matters.

Mr. Leonard inquired about the proposal to redistrict the
City. The City Attorney reported various processes.
Mr. Gemmill stated the immediate need for a new zoning
ordinance and suggested that the indiviJual councilman make a study
and report their findings within two weeks for a definite report of
changes to the City Manager.
The City Attorney stated that differences in the Leisure
World Water Contract were in the process of being solved and that
he would furnish copies of a new contract for study. It was moved
by Gemmill and seconded by Jones that Mr. Brashear be commended for
his efforts in the matter.
