The City Council of the City of Seal Beach met in reg~lar se~sion at 7:30 P.M. with Mayor Shufelt presiding. The meeting was called to order with the s~lute to the Flag. Present: Mayor Shufelt Councilmen: Bowen, Lawhead, Leonard, Webster Absent: It It I None The minutes of the regular meeting of Jan. 19th. 1954 were read and approved on the Mayorls motion. COMMUNICATIONS: Letter and minute order of the Orange County Board of Supervisors relative to transfer of "remaining funds in the West Orange County Water Survey fdnd to the West Orange County Water Board, was received and filed. Letter of appreciation by the Community Methodist Church for denial of permit of group to operate an "Infor- mation Service't. They 'also offered their ready assistance to the Council: Received and filed. Letter from Eleventh Naval. District, requesting record of daily water withdrawals from water producing fac- ilities located within the bounderies of the U. S. Naval Ammunition and Net Depot. Received and filed. . Letter from the City of Santa Monica requesting information relative to water and beach pollution from off shore oil producing wells. The City Clerk was instructed to answer the letter stating the facts to date. Letter from the Ministerial Association of Seal I Beach offering to perform invocation prayers at the opening of each council session. Rotation of such services to be arranged by the ministers of the assosication. It was moved by Webster and seconded by Bowen that the offer be accepts d and that the Clerk make the necessary arrangements. Demands nQ~bering 1173 to 1200 inclusive, total- ing $7,940.56 as approved by the Finance Committee were presented. It was moved by Webster and seconded by Leonard . that the demands be allowed and warrants drawn on the Treas- I ury for the same. Ordinance 445 (Boat storage in designated areas) It was moved by Bowen and seconded by Webster to waive the second reading of Ordinance 445. AYES: NOES: Bowen, LaWhead, Leonard, Webster, Shufelt None Motion carried. Ordinance 445. It eas moved by Bowen and seconded by Webster that Ordinance 445 be deemed as having had its second reading and be passed for adoption. Resolution 8)0 (Transfer of West Orange County Water Survey fundS.) It was moved by Bowen and seconded by Lawhead that Resolution 8)0 be adopted. Paramount Steel Corp. Long Beach, Amount of Bid $3,315.00 Calif Fire Escapes Calif. I Bid No.2. Brisbane Iron Works Los Angeles, Amount of Bid $1,380.00 It was moved by Bowen and seconded by Webster to accept. the bid of Brisbane Iron Works for the two units as' per sketch at $1,)80.00 AYES: NOES: PASS: Bowen, Lawhead, Webster, Shufelt None Leonard Motion carried. Reso. 830 Sealed Bids' 10 Tax Lots Monterey Oil Monterey 011 Monterey on Erosion The Tax Collector stated that Attorney BOWMan wished- to go to 'tpre-Trial" on Lots 47 and 49, Block 106, Bay City, to quiet-title but wished to know the attitude of the Council in regard to permitting redemption. It was moved by Bowen and seconded by Lawhead that the City Attorney be instructed to write Mr. BOWMan that they op- posea redemptiqn in any manner. I AYES 1 NOES: Bowen, Lawhead, Leonard, Webster, Shufelt None Motion carried. The Monterey Oil Company, E. E. Pyles, Vice Presi- dent, in a letter addressed to the Mayor and Council offered the City for the use of.a franchise for pipe lines running into upland portions of the City, a.sum equal to 2% of the monies payable to the State of California under lease PRC 186.5 This amount to be paid on condition Ordinance 230 be amended to permit granting of franchise for pipe lines. It was mo~ed by Bowen and seconded by Leonard that the City Attorney be instructed to prepare the proper proposition to be submitted to the-voters in th3~fortncoming April election. Request of the Monterey Oil Company to lay a telephone cable from the island drill-site to connect with the Municipal Pier was referred to the City Attorney to ans- wer, s~ject to the approval of the lessees, on motion of Bowen and seconded by Webster. AYES: NOES: Bowen, Lawhead, Leonard, Webster, Shufelt None Motion carried. Re~uest of the Monterey Oil Company for the return of a-check now held by the Clerk, submitted in September, 1952 for a building permit to erect the Lsland drilling site, which was subsequently denied, was ordered returned on motion of I Bowen and seconded by Leonard. AYES: NOES: Bowen, Lawhead, Leonard, Webster, Shufelt None Motion carried. Mayor Shufelt reported tbat he had met with members of the Orange County Board of Supervisors in regard to our erosion problem and that it was agreed to wait to see what might , 11 happen to Representative Utt's bill for a direct appropriation for relief. Harry Logan reported that a meter to record the daily withdrawal of water from facilities on the Navy property could be purchased for about $425.00 and that to comply with the request of the ~leventh Naval.District letter it should Wa ter I Meter be done at once. It was ~oved by Bowen and seconded by Lawhead that Mr. Logan be instrtlcted to purchase the meter, not to exceed $425.00 Navy AYES: NOES: Bowen, LaWhead, Leonard, Webster, Bh~felt None Motion carried.
