Phone Seal Beach, California ,>iarch 16, 1954 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Shufelt presiding. The meeting was called to order with the salute to the Flag. In the absence of a member of the Ministerial Association no invocation was pronounced. Present: Mayor Shuf,elt Councilmen: Lawhead, Leonard, Webster I Absent:, II Bowen II The m~nutes of the regular meeting of March 2, 1954 were read and corrected on the Mayor's motion. Letter from H. J. Eichhorn, suggesting ~lectric power be used in the Island Drilling operation to eliminate smog, was received and filed. Request of the Orange County Society for Crippled Children, to sell paper lapel Easter Lillies on the streets on April 3, 1954. It was moved by Webster and seconded by .Leonard that the request be granted. AYES, NOES:: ABSENT: Lawhead, Leonard, Webster, Shufelt None Bowen I Motion carried. Letter from Riverside Rancho requesting information as to ordinances and regulations relative to operating a dance hall in the Airport buildings was referred to the City Clerk for reply. The minutes of the West Orange County Water Board were read and clayor Shufelt stated that since the Navy would only furnish $102,000 for the project it would be necessary for the City to hold a bond election for $204,000 as our share. This election should be in early June. The l~yor further stated that proced~re between the Navy and the City to be in contract form for .con.tribution of $102,000 and purchase price o~ water to include interest, maintenance and operation. Navy to give City accepting the cost at $29.40 per acre foot. On request of the Monterey Oil (,ompany to install telephone cable to Island, it was moved by Leonard and seconded by Lawhead that the initial installation be approved but that no trucks or auto traffic be allowed without specific authorization rrom delegated representative of the City and/or I Chief of Police, and that the City Attorney be directed to reply I I I (, 19 in thili manner. It was moved by Webster and seconded by Lawhead that the City Officer's reports be received and filed. AYES: NOES: ABSENT: Lawhead, Leonard, Webster, Shufelt None Bowen Motion carried. Demands numbering 1425 to 1484 inclusive, totaling . $10,891.86 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Webster that the de- . mands be allowed and warrants ,drawn on the Treasury for the same. Mr. Logan presented a new quotation of $6403.71 from the Crook Company for the purchase of a Harris trector for the beach, payable over a twelve month period at $450.13 per month. Harry Logan raported that the light poles had been received, the slab poured for the volley ball and basket ball court at the Youth Center and that next the volley ball and Youth Center so . basket ball standards would be erected and the lawn and shrubs' would be put in. Logan also reported that the installation of the Fire Beach Auditorium fire escapes were completed. The,rlayor stated that James B. Utt, our representative in ~ongress had advised him that the beach erosion bills would be heard in committee on Friday and that the County would pay for the expense of Jack Woolley, ~ngineer, to Washington to represent the City if we would pay his engineering fee. He would be accompanied by Willis Warner, Chairman of the Board of Supervisors. It was moved by .L.eonard and seconded by Webster to approve the fee of $100.00 per day for five days.
