The City Council of the City of Seal Beach met
in reg1llar session with Mayor Shufelt presiding. The
meeting was called to order with the salute to the Flag.
In the absence of a member of the Seal Beach
Ministerial Association, no invocation was pronounced.

The minutes of ~he regular meeting of March 16,
1954 were read and corrected and approved on the Mayor's
mc>tion.

Repor~ of the Police, Building, Water and Tax
Departments for the month of March were presented. It
was moved by Webster and seconded by Bowen that the City
Officers reports be received and filed.

Motion carried.
Demands nu.'l!bering H~85 to 1587 inclusive, totaling
$10,144.18 as approved by the Finance Committee were present-
ed. It was moved by Leonard and se~onded by Bowen that the
demands be allowed and warrants drawn on the Treasury for
the saIlle.

Resolution No. 835 Requesting Board of Supervis-
.ors to cancel taxes on certain delinquent real property was
presented by the City Attorney. It was moved by Leonard
and seconded by Lawhead that Resolution 835 be adopted.

Mayor Shufelt read and explained in detail the
report of Woolley and Warner who appeared before the House
Sub-Committee on Public Works in WaShington, D. C. March 19,

Mayor Shufelt introduced Mr. E. E. Pyles, Vice
President of the Mon~erey Oil ~ompany, who explained with
maps, charts and building sketches the proposed plan for
the development of their facilities should Proposition No. 1
receive a favorable vote 'in the forthcoming Municipal
Election. He also explained in detail the estimated revenue

to the eity, from mining rights, taxes and pipeline franchise
and other improvement taxes. He further read and submitted
a letter from his company restating the offer to pay the

franohise and his company's position in the matter.
During the question and answer period of Mr. Pyles's'
talk the following citizens partioipated: Otis Hassinbiller,
Walter Mahaffey, Mrs. Jessie Jensen, Jack Crooe, Mrs. Viola
Mendoza, Russell Grotemat, D. D. Lawhead, W. L. Robertson,
Al Leonard, George I. Wo~ds, Robert Buck and others. The
Mayor expressed the thanks of the City Council to Mr. Pyles
for his detailed explanation.
Mr. Leonard reported that the landing on the pier
was in a dangereous condition and badly in need of repair.
Mr. Merle Stockon, pier lessee stated that the estimated cost
would be approximately $200.00 and that he would be willing
to share one half of the cost. It was moved by Leonard and
seconded by Bowen to make the necessary repairs jointly with
the pier lessees.

M~yor Shufelt announoed that this meeting would
adjourn until next Wednesday to canvass the absentee ballots
of the April 13th eleotion. .It was moved by Bowen and seconded
by Leonard to adjourn .mtil April 14. 1954 at 7:30 P.M.
