HomeMy WebLinkAboutCC Min 1954-04-20 24 Seal Beach, California April 20, 1954 -The City Council of the City of Seal Beach met in regular session with Mayor Shufelt presiding. The meeting was called to. order with the salute to the Flag. The Invocation was given by Rev. Jerry Yerian, Brethren Church. Present: Mayor Shufelt Councilmen: Bowen, Webster, Leonard, Lawhead I" Absent:' " It . None , The min'1tes of the regular meeting of April 6th and the adjourned meetings of April 14th and April 15th, 1954 were read and approved on the Mayorls motion. Election Mayor ~hufelt announced that the first order of b~siness would be the counting of the 28 absent voter ballots, all of which applied for,- had been returned. The results of the Absent Voter Ballots, plus the votes cast at the eight voting precincts April 13th are contained in the Clerks' state- Re sul ts 836 ment of election results and become a part of the minutes of this regular meeting. Resolution No. 836 (A resolution declaring the results of said election official) was presented by the City Attorney. Outgoing Counc ilmen Bowen a nd Webs ter expressed their appreciation of support of the City Council, employees and others during their term of office. Mayor Shufelt gave an inspiring expression of appreci- ation of the support of the Councilmen, employees and citizens and wished success and co-operation of all the people of the City in supporting the newly elected Councilmen and City Council. 1 Mayor Shufelt was presented a silver banded engraved gavel by the City Employees and an engraved electric clock by the Councilmen and other City officials. The City Clerk administered the oath of office to Paul F. Calvo, George H. Clark and Fred Flanagan, newly elected Councilmen. I I I r 25 The Clerk called for nominations for Mayor for the next sllcceeding term. It was moved by Leonard and seconded by Mayor Lawhead that George H. Clark be nominated Mayor. There being no further nominations, George H. Clark was unanamously elect- ed Mayor of the City of Seal Beach, California. Mayor Clark responded with grateful appreciation to the Council and to the citizens for the trust placed upon him and the newly elected members and stated that he wished for harmony and support in completing all projects for the best interests of the City. Before proceeding Mayor Clark called on Rev. Ruck- man for a prayer of guidance. Announcement of the April meeting of the Orange County League of Cities was received and filed. Announcement of public hearing by Cor~ of Engi~eers, u. S. Army, relative to application of Monterey Oil Co. for temporary submarine telephone cable fr9m pier to island drill- site was received and filed. Recommendation of approval of zoning varience to R. A. Linnell at 13th and Coast Highway was tabled for fur- ther study. Request of renewal of permit to hold church services in the V.F.W. building for a six month period begining May 1, 1954, was made by the First Baptist Church. Announcement and invitation of the Seal Be~ch Chamber of ~ommerce to attend and participate in their next regular general meeting April 26th was received and filed. Mayor Clark urged all to attend to discuss some of the basic needs of the community. Letter from Mrs. Llyod D. Murray, 1017i Seal Way, relative to the number of rats in that particlllar area was discussed at length, with Capt. J. R. McKinney offering the assistance of his office in helping to rid the area of such pe s ts . Letter from the local Chamber of Commerce asking approval of its general policy relative to reali2nment of Or. Co. Lea"ue Island Drillin! Phone Plan Comm Bapt. Church Cham. of Comm Rats Cham Comm 26 the Pacific Electric Railway. It was moved by Calvo and seconded by Leonard to approve and support the general policy. Request of the Seal Beach Lions Club to block off Central Avenue between Main and alley from 8:00 A.M. to 11:30 A.M. Saturday, May 8th for their "Hot Cake Breakfast" and for use of tables and chairs. It was moved by Lawhead and seconded by Leonard that the City Officers reports be received and filed. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Demands numbering 1588 to 1682 inclusive, totaling . $12,035.75 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Calvo that the demands be allowed and warrants drawn on the treasury for the same. I AYES: NOES: . Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Resolution No. 837 (A resolution authorizing George U. Clark, Charles Z. Irvine and F. W. Hickman to sign warrants) was presented. It was moved by Leonard and seconded by Lawhead that Resolution No. 837 be adopted. for zoning varience. Mr. Logan presented the sketches and plans and after some discussion it was moved by Lawhead and seconded by Calvo that the recommendation of the rlanning Commission be approved. Clark None Motion carried. Paul Calvo presented an anti-gambling ordinance to the City Attorney for approval and to report at the next meeting. There being no further business the meeting was adjourned on the Mayorls motion. City Clerk of the City of Seal Beach California, DO HEREBY CERTIFY AND DECLARE. that at a: meeting held on April 20, 1954. the City Council of the City of Seal Beach canvassed the returns of the General Municip~l Election held in said City April 13, 1954, and that the results of said election was as follows: That the whole number of votes cast in said City was 1250, I That the names of the persons voted for, the office for which they were voted, and the number of votes given in each precinct to each of said persons, That the measures voted upon were: Proposition No.1: Shall the ordinance making it unlawful to drill for, or erect, construct or install any derrick, machinery or apparatus for the purpose of drilling for or producing oil, gas or other hydrocarbon substances from any well located within the upland portion of the terri- torial limits and boundaries of the City of Seal Beach, Gal it'- ornia, and providing penalities for,the violation thereof, and repealing ordinance No. 230 adopted as ~n initiative measure at an election held on March 7, 1939 be adopted?'
