The meet- ing was called to order with the salute to the Flag. The invocation was given by Rev. Ivan F. Higgins, Baptist Churcl1. Present. Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: It ,t None . , . ., ... :,~ The Mayor appointed Lawhead and Flanagan to serve temporarily on the Finance Committee. The minutes of the regular meeting of April 20, 1954 and the Clerk's Statement of the election results were read and approved on the Mayor's Motion. Letter of request of the Seal Beach V.F.W. Post#4048 to use the auditorium for meetings on the first and third Tuesday nights of each month. It was moved by Leonard and seconded by Calvo to grant the request. V.F.W. Meth. Church Announoement and invitation to attend ground-breaking ceremonies for the new Orange County Welfare Department Build. ing, Monday May 10, 1954, 2:00.P.M. Santa Xna, was received and filed. Or. Co Welt Invitation to the City Council to attend Memorial Day .Services and requested Mayor Clark to give the address of wel- come, by the United Veterans Council, Joe Wisdom, Commander, and La Jetta.Proud, Chairman. Mayor Clark accepted. Letter from the County Clerk, relative to the can- cellation of taxes on certain tax deeded lots. It was moved by Lawhead and seconded by Calvo that Frank Bowman, Attorney, be instructed to continue the Matter of clearing the lots in the amounts necessary to acquire the County's interest. Uni t. Request of the United Veterans Council, Alyce L. Dowle, Adjutant, for a safety zone c~oss-walk on.Bolsa Ave., near the baseball field now under construotion was referred to the Chief of Police for recommendations. Reports of the Police, Building, Water and Tax Departments for the month of April, 1954 were presented. It was moved by Leonard and seconded by Flanagan that the City Officers reports be received and filed. I AYES : NOES : Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Demands numbering 1083 to 1783 inclusive, totaling $10,266.83 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Lawhead that the demands be allowed and warrants drawn on the Treasury for the same. Resolution No. 838 ( A resolution authorizing the Mayor and City Clerk to execute deeds relating to the sale of tax deeded properties). It was moved by. Leonard and seconded by Calvo that Resolution,No. 838 be adopted. I AYES: NOES: Calvo, Flanagan, Leonard. LaWhead, Clark None Motion carried. Ordinance No. 449. An ordinance autho~izing the City Council to raise assessed valuation.on real property was presented by the City Attorney. It was moved by Lawhead and seconded by Calvo that Ordinance No. 449 be deemed as having had its first reading. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. In the matter of reinsuring the pier against fire, it was decided to withhold the placing of the insurance until a survey had been completed on.city properties. Mr. Buck reported that he would like to have more time to study.the Anti-Gambling ordinance presented at the last meeting. It was moved by Leonard and seconded by Calvo that Hr. Buck's request be granted and that his report should be made at the June 1, 1954 meeting. I AYES: NOES: Calvo, Flanagan, Leonard, LaWhead, Clark None Motion carried. Mrs. Viola Mendoza suggested that the pier and beach :33 should be posted offering $50.00 reward for the arrest and con- Pier viction of persons for vandalism and malicious mischief. It I was moved by Leonard and seconded by Flanagan that the City Attorney be instructed to bring in a proper ordinance with the amount of $50.00 reward. AYES 1 NOES: Calvo, Flanagan, Leonard, LaWhead, Clark None Motion carried. Mr. Lawhead asked if it was still necessary to retain Dana Williams as special counsel. After considerable discuss- ion and with vigorous protes ts by Mr. Leonard, it was moved by Calvo and seconded by Flanagan, that the City should dismiss the action against the Hellmans, Lakewood Park, et al, and the City Attorney be authorized to attempt to hav, both de- fendants a nd plaintiffs bear their own costs. AYES: NOES: Calvo, Flanagan, LaWhead, Clark Leonard I Motion carried. It was moved by Lawhead and seconded by Flanagan that the City discontinue the services of Dana Williams as special legal counsel and that he be so advised. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Paul Calvo suggested acoustical tile should be installed in the City Hall for the benefit of all depart- I ments. Harry Logan was instructed to have. a proper survey made and report costs to the Council. Paul Calvo presented in brief a proposed subdivi- sion ordinance compiled from several cities that would comply and fit Seal Sea6h, and be good sound planning and asked that' it be sent to the Planning Commiss~on for approval. Request granted. Mr. Flanagan suggested b1-monthly water reading and billing. After considerable general discussion, the Mayor appointed Flanagan and Leonard a committee to investigate ~nd report. It was moved by Calvo and seconded by Flanagan to adjourn until Monday May lQ, 1954 at 7:30 P.M. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark NODe Motion carried.
