Fire Works Lions Legion Fire Works Seal Beach, California May 18, 1954 The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Clark presiding. The meeting was called to order with the salute to the Flag. The invocation was given by Rev. Clyde E. Ruckman, Methodist Church. Presentl Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead I Absent: . .. None It The minutes of the regular meeting of May 4, 1954 and the regular adjourned meeting of May 10, 1954 were read and approved on the Mayor's motion. Copy of the report of the Seal Beach Chamber of Commerce - Shoreline - Marina Committee was received and filed with the suggestion and recommendations to be given fUrther study. Recommendations by the Seal Beach Planning COlIIII1iss- ion of approval of the varience request of William HOleman, 138 14th Street. It was moved by Lawhead and seconded by Calvo that the request be granted. AYES: NOES: I Calvo, Flanagan, Leonard, LaWhead, Clark None Motion carried. Application and check'for $100.00 for Fireworks pe~it by the Church of Latter Day Saints, Long Beach. It was moved by Leonard and sec~nded by Calvo to deny the re- quest as they are not a local non-profit organization. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Applications and checks for $200.00 each from the Seal Beach Lions Club and American Legion ~ost No. 300, for two fireworks permits each. It was moved by Lawhead and seconded by Flanagan that the permits be issued and the fee be waived because of the welfare and charitable work done by each organization. AYES: NOES: I Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. 37 Report of the Seal Beach Chamber of Commerce Land Development and Improvement Committee with recommendations Cham. of and suggestions for highway and traffic improvement. Harry Logan was directed to report on costs, layout of right-of- Comm. way, etc. I Reports of the City Clerk and City Treasurer for the month of April were presented. It was moved by, Leonard and seconded by Calvo that the City Officers reports be received and filed. AYES: NOES: Calvo, Flanagan, Leonard. Lawhead, Clark None Motion carried. Demands numbering.1784 to 1844 inclusive, totaling $7,384.43 as approved by the Finance Committee were presented. It was moved by Lawhead and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES I Calvo, Flanagan, Leonard, Lawhead, Clark None I Motion carried. Ordinance No. 450 (An emergency ordinance to es- tablish a speed limit of 35 miles per. hour on Bolsa Avenue) Ord. was presented. It was moved by Calvo and seconded by Flana- gan that Ordinance No. 450 be deemed as having had its first reading and be passed for adoption. 450 AYES: NOES : Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. It was moved by Leonard and seconded by Lawhead to instruct the Chief of Police to install and maintain the S ip:ns proper signs and to cause the safety zone cross walk to be properly painted at the intersection of Fourth and Bolsa. Ordinance No. 451 (An ordinance setting up a reward Ord. damaging Ci ty property). 451 It was moved by Leonard and seconded by Flanagan that Ordinance No. 451 be deemed as having had its first reading and be sent to the second reading. AYESi NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. 38 81.1.0 Resolution No. 840 (A resolution authorizing the Mayor and City Clerk to negotiate the purchase or the State and County interest in certain real property). It was moved by Flanagan and seconded by Lawhead to adopt Resolution No. 840 Reso. AYES: Calvo, Flanagan, Leonard, Lawhead, Clark NOES 1 None Motion carried. Councilmen Leonard and Flanagan reported they were I Wa ter making a study of the bi-monthly water billing but they were Police not ready to report their findings as yet. It was moved.by Flanagan and seconded by Leonard to purcbase a Tear Gas Gun at not to exceed $272.55 and a Riot Gun at not to exceed $85.00 for the Police Department. Dept.
