HomeMy WebLinkAboutCC Min 1954-08-03 I I I 53 Seal Beach, California August 3, 195'1+ The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Clark presiding. The meeting was called to order with the pledge of allegiance. The invocation was given by Rev. Clyde Ruckman, Methodist Church. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: " " None The minutes of the regular meeting of July 20, 1954 were read and approved on the Mayorls motion. Letter from Sully-Miller Contracting Company, offering $7,000.00 for the Allis Chalmers Maintainer or "Power Grader". It was moved by Calvo and seconded by Flanagan to accept the offer as quoted and that the Mayor and City Clerk be authorized to execute a Bill of Sale. Letter from the Seal Beach ~hamber of Commerce suggest- ing that the Council give notice to the local citizens to refrain Cham of - from parking on the main streets during the Lions Club Fish Fry Comm. and the Chamber of Commerce Rough Water Swim, Saturday August 7th., to allow visitors to use those parking spaces. The Council agreed and the Press stated they would co-operate. Letter from Frank L. Shufelt, Insurance Agent, suggesting consideration be given to the "Blanket Coverage" as offered follow- ing the survey of the Providence-Washington Insurance Co. Mayor Ins. Clark referred the matter to the Insurance Committee of Leonard and Flanagan. Reports of the Police, Water, Building and Tax Depart- ments for the month of July were presented. It was moved by Calvo and seconded by Leonard to receive and file the City Officers reports. AYES : NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. 54 Ord. 454 Ord. ~ Anti Gambl. Eng. Co. Tax Lots Demands numbering 172 to 227 inclusive, totaling $16,705.04 as approved by the Finance Committee were presented. It was moved by Lawhead and seconded by Calvo that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Calvo, Flanagant Leonard, Lawhead, Clark None Motion carried. Ordinance No. 451t (An Emergency Ordinance Prohibiting Drinking in Public) was presented by the City Attorney. It was moved by Flanagan and seconded by Calvo that Ordinance No. 454 be adopted. Ordinance No. 455 (An hmergency Business License Ordi- nance amending Ordinance No. 225 and No. 355) was presented by the City Attorney. It was moved by Flanagan and seconded by Calvo that Ordinance No. 455 be adopted. AYES : NOES : Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mayor Clark introduced Miss Elsie McClelland, City Treasurer of some twenty five years ago, who has returned to make her residence in Seal Beach. I Mayor Clark addressed the Council and the audience relative to a new anti-gambling ordinance. He stated that it would be offered to the voters at the Water Bond Issue Election to save the cost of another special election. He also stated that . the new ordinance would be similar to the Orange County Anti- Gambling OrdinaBce and that no permit would be issued by this City Council to permit gambling. City Administrator Harry Logan explained to the Council a suggested Engineering Agreement between the City and the County of Orange. It was moved by Calvo and seconded by Leonard that the Mayor and City Clerk be authorized to execute the agreement. I AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. The City Clerk presented a proposed agreement of pur- chase, respecting Lots 41-~3 - Block 7, Bay City Tract, to be entered into with the County Board of Supervisors. It was moved 1 1 ,I- r 55 :' by Calvo and seconded by Flanagan that the Mayor and City Clerk be authorized to execute the agreement. AYES: NOES I. Calvo, Flanagan, Leonard, LaWhead, Clark None Motion carried. Harry Logan presented a quotation of Brown-Bevis Indust- rial Equipment Co. for one Wayne Motor Pick-up Street Sweeper. It was Street moved by Leonard and seconded by Calvo to accept the quot- S weeDer offered for one Wayne Motor Pick-up Street Sweeper Model ion as 1-4,0 complete at $9,436.13 including sales tax and one Wayne broom filling machine at $,36.60 including sales tax to be pur- chased on a Lease Agreement at $900.00 per month. Lease agree- ment to be approv.ed by the City Attorney. Upon approval the Mayor and City Clerk be authorized to execute the agreement. AYES : NOES: Calvo, Flanahan, Leonard, Lawhead, Clark None Motion carried. Councilman Calvo presented a proposed ordinance which wQuld set up the position of City Manager for ~onsideration and study. City MEr. Th~ City Administrator was instructed to report at the nex~ meeting on hours for use of the new street sweeper. Willard Hanzlik, President of th~ Seal ~each Chamber of Commerce requested the pres.enee of Mayor Clark for the presenta- tion of the trophies at the Ro~gh Water Swim and Fish Fry August W~..t-b 7th. Mayor Clark offered his regrets as he ~ be out of town on that dat~ but stated that Councilman Calvo would represent him as Vice-Mayor.
