No. 455 Logan Vacation 56 Seal Beach, California August 17, 1954 The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Clark presiding. The meeting was called to order with the pledge of allegi- ance. In the absense of a member of the Ministerial I Association, no invocation was given. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: II II None The minutes of 'the regular meeting of August 3, 1954 were read and approved on the Mayors motion. Announcement of a public hearing, Senate Interim Committee on Oil and Gas Development on State Lands, to be held in Santa Barbara, August 27, 1954. It was moved by Flanagan and seconded by Leonard that Councilman Calvo and Admiral Jo~n R. McKinney represent the City at the hearing. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None I Motion carried. Request of the Seal Beach School Board by J. H. McGough, Dist. Supt. for permission to install an approved septic tank system for sewage disposal at the new Intermediate School now under construction. It was moved by Lawhead and seconded by Calvo to approve the plan as proposed subject to connection with sewer trunk lines when installed. A YES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Request of the County Tax Collector for the City to purchase the C~untyls interest in Lots 31 and 33, Block 208, Stanton and Lothian First Addition (Raines Estate). This matter was tabled for further study. Request of O. H. Hasinbiller and Clyde Simmons and others to amend ceetain sections of Ordinance No. 455. Mayor Clark stated that this matter would be discussed at an adjourn- ed meeting to be held Friday, august 20th. Request of Harry Lo~an for annual vacation from Aug. 23 to Sept. 6th. It was moved by Leonard and seconded by Calvo to grant the request. I AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Bch Request of Jerry Stangland for a reduction in amount payable for beach concession. This matter was referred to the Beach Committee for study and recommendation. Reports of the City Treasurer and City Clerk for the month of July, 1954 were presented. It was moved by Leonard and seconded by Calvo to receive and file the City officers I reports. AYES I Calvo, Flanagan, Leonard, Lawhead, Clark NOES: None Motion carried. A demand for $6,321.09 by the Currie Engineering Co. for engineering fees, Sewage Disposal Plant, was referred to the City Attorney. Demands numbering 278 to 345 inclusive, totaling $13,500.82 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Calvo that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I Ordinance No. 456 (An ordinance setting the Tax Rate for 1954-55 at $1.50 per $100.00 of assessed valuation) was presented by the City Attorney. It was moved by Calvo and seconded by Flanagan that Ordinance No. 456 be adopted. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. -r-l' 01 Bch. Conces, Currie Ent:!:. Ord. 456 Ordinance No. 457 (An ordinance establishing the Ord. position of City Manager) was presented by the City Attorney. 457 It was moved by Calvo and seconded by Flanagan that Ordinance No. 457 be deemed as havin~ had its first reading-and be passed to the second reading. AYES I NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I The Insurance Committee of Leonard and Flanagan presented a quotation for fire insurance from Frank Shufelt, Agent, on certain buildings and contents not properly covered. The City Clerk was instructed to advise all insurance agents to submit bids. Harry Logan submitted a proposed plan for days and hours for the use of the new street sweeper. It was moved by Calvo and seconded by Leonard that the City Attorney bring Fire Ins. Stree1 Sweep 58 Water Bond Issue Div. of Hwys. Currie Eng. Co. in an ordinance covering limited parking on certain streets. A YES : NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None, Motion carried. The City Attorney stated that the engineering report on the Water Bond Issue was now complete and that copies had been sent to O'Melveny and Meyers, Bond Attorneys, and that the date for the election could probably be set at the first meeting in September. Request of the Division of Highways for increase in I . speed limit from 35 to 45 miles per hour on Coast Highway. It was moved by Leonard and seconded by Calvo that a resolution of protest be prepared for adoption. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mr. Buck stated that he had looked over the Currie Engineering file and that in his opinion the demand for pay- ment was in order. The City Clerk was instructed to write to Currie Engineering Co., requesting delay in pay~ents because of budget limits. It was moved by Flanagan and seconded by Calvo to adjourn until 7:30 P.M.
