The City Council of the City or Seal Beach met in
regular session at 8:00 P.M. with Mayor Clark presiding. The
meeting was called to order with the Pledge of Allegiance.
In the absense of a member of the Ministerial Associa-
tion, no invocation was given.
Present: Mayor Clark I
Councilmen: Calvo, Flanagan, Leonard, Lawhead .

The minutes of the regular meeting or August 17, 1954
and the regular adjourned meetings of August 20, 1954 and August
23, 195~ were read and approved on the Mayorls motion.
Letter from the Official Board, the Community Metho-
dist Church by Rev. Clyde RUCkman, commending the Council on its'
action to prepare an Anti-Gambling ordinance was received and filed.
A letter of appreciation from the City Council to be sent by
the City Clerk.
Request of the Seal Beach Lions ClUb, Dr. Val Sneed,
President, for permission to use city property across rrom
City Hall for the annual childrens Halloween Party. It was
moved by Lawhead and seconded by Calvo to approve the request.

Police Letter from Mrs. Virginia Haley and others commending
Dept. Pollce Officers Farris Van S~ndt and William Holeman for the

manner in which they investigated the recent matter at the local
theatre was received and filed. The Clerk was instructed to
write in behalf of the Council itsl appreciation to the Officers
mentioned.
Letter from Mrs. H. S. NeWlon, 514 Central Avenue,
requesting street repairs adjacent to her property was referred
to City Administrator Harry Logan for attention.
Letter from Mrs. Angelo Cassella, ~obert Poindexter
and thirty one other residents in the vicinity of the Youth
Center complaining of a recent disturbance caused by the "teen-
agers" and recommending strict policing of the area. The matter
was discussed at length and referred to the Police Committee of
Flanagan and Calvo for action.

con~unications and demands, as provided in Resolution No. 716,
adopted September le, 1950.
Reports of the Water, Building, Police and Tax Depart-
ments for the month of August 1954 were presented. It was moved
by Calvo and seconded by Lawhead to reoeive and file the City
Officers reports.

Demands numbering 348 to 465 inclusive, totaling
013,059.91 as approved by the Finance Committee. It was moved
by Leonard and seconded by Lawhead that the demands be allowed
and warrants drawn on the Treasury for the same.

was presented by the City Attorney. It was moved by Flanagan
and seconded by Calvo that Ordinance No. 458 be deemed as hav-
ing had it's first reading and be passed to a second reading.

certain sections of Ord. No. 225) was presented by the City
Attorney. It was moved by Calvo and seconded by Leonard to
adopt Ordinance No. 459.

municipal election; submitting to the voters a certain legis-
lative referendum ordinance relating to games of chance and
repealing Ordinance No. 429, fixing date, voting hours, pre-
cinct places etc.) was. presented by the City Attorney. The
date to be October 20, 1954. It was moved by Calvo and seconded
by. Lawhead to adopt Resolution No. 846.

Resolution No. 847 (Water Bond Issue-e~~ctionl was
presented by the City Attorney. After considerab~e discussion
by the Council and members of the audience, it'was decided to

A letter from the Division of Highways relative to
our Resolution No. 845 protesting the increasing'of speed limits
in certain zones. The Division will" retain the present 35 MPH
zones and requested the attitude of the City in reducing other
55 MPH zones to 45 MPH zones within the City.~ It was moved by
Leonard and seconded by Calvo to request that the reductions be
made.

In the matter of the garbage contract, it was moved
by Leonard and seconded by Calvo that the price be reduced to
$200.00 per year and that the Mayor and City Clerk, be authorized
to enter into such an agreement on a flat rate unconditional
agreement.

In the matter of license fees for taxi cabs, the

City Attorney was instructed to bring in an amendment to
the license ordinance setting the rate at $25.00 for the
first, cab and $5.00 for each additional cab.
In the matter of the Beach Concession h~ld by G.
Stangeland it was agreed that on payment of ~~O.OO plus the
$320.00 previously paid, the balance of $300.00 due the City
would be cancelled, and that a new contract would be drawn
up for next year~
In regard to certain insurance on buildings and
contents not presently covered, after considerable discuss-
ion by t~e Insurance Committee of Leonard, ~lanagan and other

Council members and by local insurance agents, it was decided
that Harry Logan be instructed to make a survey of the costa

and amounts to be insured and that all agents again submit bids
for a blanket,!i:overage with all agents to share in the com-
