Rev. Clyde Ruckman gave the invocation. . Present: Mayor Pro-Tem Calvo Councilmen: Flanagan, Leonard, Lawhead I Absent: Mayor Clark The minutes of the regular meeting of Sept. 21, 1954 were read and approved on Mayor Pro-Tem's motion. Mayor Pro-Tem Calvo made referenoe to a recent letter sent out by Allen J. Ramsey, 358 12th Street relative to a pro- posed Sanitary Tax ordinance. Mr. Calvo explained that the pro- posed ordinance was not being oontemplated by the Council and that the idea had been offered only as a means of additional revenue if necessary. Mr. Ramsey addressed the Council and stated he was not familiar with the tax structure of the City and asked for periodic reports to be published or mailed to the people. The Council agreed to study the request and do 1 so if within reason. Letter of thanks from the Seal Beach Lions Club for the co-operation of the City in the success of their Ninth Annual Fish Fry was received and filed. Letter from the Senior Womans Club (Garden Section) requesting a date be set for a "Clean-Up Week". It was moved by Leonard and seconded by Lawhead that the week of October 17th be set as "Clean-Up Weeklt and to encourage all residents to co- operate. Hinton Howe, 1405 Seal Way, re- questing some aotion be taken to protect residents in the area \ against erosion damage. Mr. Calvo stated that the Norton interests would provide sand bags and that they would be used as a tem- porary measure of protection. Mr. Calvo further stated that sand would be pumped in early in the spring and that the Monterey Oil Co. had been approached as to the possibility of construct- ing'a rock jetty. It was moved by Leonard and seconded by Lawhead to prepare plans to be submitted to the Monterey Oil Co. AYES: NOES: ABSENT: Flanagan, Leonard, Lawhead, Calvo None . Letter from the Seal Beach Veterans of Foreign Wars asking for the display of Flags. in the City on Veterans Day, November 11th was received and filed as the flags were sche- duled to be displayed. Letter from the United States Day Co~ittee Inc. Qsking the Mayor to proclaim October 23rd as a day to fur- ther this nation-wide rebirth of patriotism, was received and filed. 73 Veteran ~ u. S. The Clark stated that he had heard from the Associ- ated Oil Company relative to the condition of their property and that they had promised to take care of the matter. The Clerk was instructed to write to the Bureau of Power and Light relative to the unsightly condition of their property on Bolsa where trucks unload oil. Letter from the Galifornla State Nurses' Association .1 requesting the Mayor to proclaim the week of Oct. 11-16th as "National Nurse Week" as authorized by President Eisenhower" . was received and filed with the proclaimation to be used as suggested. Letter from W. S. Knighton requesting information as to con~ractors license for the installation of oil pipe lines was referred to the City Attorney. It was moved by Leonard and seconded by Flanagan to instruct Roy Thomas to proceed with the proposed lighting. It was mo~ed by_Leonard and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: ABSENT: Flanagan. Leonard, Lawhead, Calvo None Clark Motion carried. Ordinance No. 461 (An ordinance ammending license fees for taxi-cabs) was pr.esented by the City Attorney. It I was moved by Leonard and seconded by Lawhead that Ordinance No. 461 be deemed as having had its first reading and be passed to the second reading. Resolution No. 849 'A resolution ammending contract with West Orange County Water District, relative to non-City Council members being on the Board) was tabled after some discussion. Resolution No. 850 (A resolution authorizing the Mayor and City Clerk to execute a contract with the Navy relative to water lines as proposed for the Metropolitan Water Bond Elect- ion). It was moved by Flanagan and seconded by Leonard that Resolution No. 850 be adopted. I AYESr NOES: ABSENT I Flanagan, Leonard, Lawhead, Calvo None Clark Motion carried. At this point Mr. Calvo explained the necessity of the Water Bond election and the reasons for the contract with the Navy. The City Clerk presented his certification of the sufficiency of signatures of qllalified voters as presented to him on a supplemental petition given to him on Sept. 16th 1954, by W. L. Robertson. Certification dated Sept. 23rd, 1954. It was moved by Flanagan and seconded by Leonard to receive and file the certification. I AYES' NOES: ABSENTr Flanagan, Leonard, Lawhead. At this point Mrs. Francis June Nichols presented a referendum petition proporting to carry 286 signature~, protesting the adoption of a City ordinance establishing the . "- City Manager form of government for the City of Seal Beach. "A long discussion pro and con followed, with mem- .. , . bers of the City Council, City Attorney and many members of the audience-participating, asking for consolidated elections with several matters to be submitted to the voters. W. L. Robertson stated that if, his proposed ordinance was not sub- mitted to the voters he would file a "Friendly Action" in the Courts to request ~is ordinance to be put on the ballot. It was moved by Leonard and seconded by Lawhead that Mr. Buck represent-the City in the election matter and that he accept service if necessary in behalf of the City Council. Pyles, Vice President, Monterey Oil 90mpany, and that he had stated that the recent new well was in ~ood commercial quantites a~d that negotiations. would now proceed for the pipeline and separation center install- ations.
