HomeMy WebLinkAboutCC Min 1954-10-11 I Seal Beach, California October 11, 1954 The City Council of the City of Seal Beach met in regular adjourned session at 7:30 P.M. with Mayor Pro-Tem Paul Calvo presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Pro-Tem Calvo Councilmen: Flanagan, Leonard, Lawhead Absent. Mayor Clark Request of Jack Croce, Y~uth Center Director, tor permission to attend League of California Cities annual con- terence in Los Angeles, October 18th and 19th and ~hat the registration fee of .5.00 be remitted by. the City. It was moved by Leonard and seconded by Lawhead to grant the request. AYES: NOES: ABSENT: Flanagan, Leonard, Lawhead, Calvo None Clark Motion carried. L. ~obertson, requesting that Reso- lutton No. '846 be recinded and that several issues be put on the ballot-at a later date. He turther renewed his offer to pay the election expenses incurred in the election called tor October 20th. After a general discussion with the audience, the Council Members and the City Attorney, relative to the pros and cons of speCial elections both separate and consolidated, it was moved by Flanagan and seconded by Leonard that the letter from W. Gambline Ordinance No. 461 (Amending Taxi-cabs license tee) was presented by title by the City Attorney. It was" moved by Leonard and seconded by Flanagan that Ordinance No. 461 be deemed as having had its second reading and be passed for adoption. Ord. 461 78 Reso. .m... Resolution No. 851 (Establishing Salaries of City Employees) WaS presen~ed by the City Attorney. It was moved by Leonard and seconded by Lawhead that Resolution No. 851 be adopted to take effect October 16th. AYES: NOES : ABSENT: Flanagan, Leonard, Lawhead, Calvo None Clark I Motion carried. Resolution No. 852 (Determining the necessity of certain municipal improvements) was presented by the City Attorney. It was moved by Leonard and seconded by Flanagan that Resolution No. 852 be adopted. . AYES: NOES: ABSENT: Flanagan, Leonard, Lawhead, Calvo None Clark Motion carried. Ordinance No. 462 (An ordinance calling a special municipal election, November 23rd, 1954 for Certain Municipal ImproveMents) was presented by the City Attorney. A general discussion followed about consolidated elections and the neo- essity of the Water Bond Issue election as a separate issue. .It was mov~d b7 Flanagan and seconded by Leonard that Ordinance No. 462 be deemed as having had its first reading and be passed to the second reading. Flanagan, Leonard, Lawhead, Calvo It It None " " Clark the fOllowing order was adopted: It is ~ereby ORDERED AND RESOLVED that .OIMelveny and Myers, bond counsel, be and they are employed upon the $369,000 waterworks bond issue to be voted upon November 23, 1954, to perform their customary services as outlined in their letter of SepteMber 3, 1954 and upon the terms and conditions stated in said letter. In the matter of alley paving it was moved by Leonard and seconded by Lawhead to instruct the City Cl~rk to advertise' for bids to be opened at the November 3rd meeting. It was moved by Lecnard and seconded by Lawhead that sections 3Cl and 3D of the pier lease be amended to change the 79 Alley Pavinp; Pier Lease date of payments frOM October 15th to December 31st and that the Mayor and City Clerk be authorized to sign the amended lease. AYES: NOES: ABSENT: Flanagan, Leonard, Lawhead, Calvo None Clark Motion carried. Roy Thomas reported that he had the plans for the lighting of the Youth Center grounds. It was moved by Leonard ;:J(!<4-t- ~I) and seconded by Lawhead to instruct the City Clerk to get~ bids for the project. Roy Thcmas reported that the Girl Scout Committee would like to install a sprinkler systeM on the grounds ot the Scout House but that it should take a one inch line from the water main instead of a three-quarter inch line. It was moved by Lawhead and seconded by Flanagan to grant the request. AYES: NOES: ABSENT: Flanagan, Leonard, LaWhead, Calvo None Clark -. Motion carried. Roy Thomas stated that ~he_ trash truck was in very bad conditi9n. ,He was instructe~, to look into the possibilities of the purchase of a used truck and report to the Council. . , I Roy ~homas was also instructed to investigate the sale of the Road Roller with the possibility of the purchase ot a smaller one more suitable for our purposes.
