HomeMy WebLinkAboutCC Min 1954-10-19 .Seal Beach, California October 19, 1954 .The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. Donald Curry. I Presentl Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead It .. None Absentl The minutes of the regular meeting of October 5, 1954, and the regular adjourned meeting of October 11, 1954 were read and approved on the Mayor's motion. Resolution No. 853 (A resolution calling 'a special municipal election April 21, 1955 as called for by an initiative I . petition) was presented by the City Attorney. W. L. Robertson addressed the Council restating his offer to defray election expenses, if the Oct. 20, 1954 election would be postponed. He a~so stated, that the license from the Airport Club, if approved by an election, would help pay for erosion expense. Mayor Clark stated that the erosion problem was being studied and that some action would be taken. It was moved by Calvo and seconded by Flanagan to adopt Resolution No. 853. Calif. League Bities Bch. Erosion Resolution No. 854 (Pipe Line Franchise) was presented by the City Attorney. After several questions were asked by members of the Council and the audience, Mr. E. E. Pyles, Vice President, Monterey Oil Co., addressed the Counoil and the audience and explained the matter in detail. It was moved by Calvo and seconded by Leonard to adopt R~solution No. 854. Abata, commending Roy Thomas and his orew in the reoent erosion prOblem, was received snd filed. Letter rrom the Orange County Planning Commission relative to oil drilling on Navy property outside the City limits was received and filed. Letter rrom the Seal Beaoh Planning Commission 'request- ing pel'lllisSion to change their date of meeting from the "Second Wednesday of each month to the first Thursday. I Recommendation of the Planning Commission for a change of varienoe to permit Mr. Laparco, 107 8th Street to remodel a garage into an apartment. It was moved by Leonard and seconded by Lawhead to grant the request. AYES I NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried., Letter transmitting a copy of the Alamitos Bay Marina Report from the City-of Long Beach was received and filed. The Mayor stated the report was avaiiable in the City Engineers office for anyone to look over., The Clerk was instructed to acknowledge with thanks. Letter from the Youth Temperance Council of Southern California, commending the action or the City Council in its position'relative to the gambling-issue, was received snd filed. Letter of invitation of the City of Vernon to attend hospitality room at the Biltmor~;H~t~l during the California League of Cities annual confererice was received and filed. R petition signed by Brady Shute and 235 other resi- dents requesting immediate action in the beach ersoion matter I , , was received~and filed. The Mayor stated this matter would be 83 discussed later in the meeting. Reports of the City Treasurer and City Clerk for the month of September, 1954 were presented. It was moved by Calvo and seconded by Lawhead to reoeive and ~ile the City Officers reports. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Demands numbering 638 to 703 inclusive, totaling $12,055.71 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Calvo that the demands be allowed a nd warrants drawn on the Treasury for the same. I AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Ordinance No. 462 (An.ordinance calling a special .municipal election 'for municipal improvements) was read by title by the City Attorney. It was moved by Leonard a nd seconded by Calvo to waive the reading of Ordinance No. 462. AYES: NOES: Ord. !1M... Calvo~ Flanagan, Leonard, Lawhead, Clark None I Motion carried. It was moved by Calvo and seconded by Flanagan that Ordinance No..462 be adopted. The City Clerk read his certificate of insufficiency of qualified signatures on the referendum petition protesting the adoption cf Ordinance No. 457, establishing the City Mana- ger form of government. After a general discussion by both sides for and against, it was moved by Leonard and seconded by Lawhead to reoind Ordinance No. 457. Leonard,-Lawhead. Calvo, Flanagan, Clark Motion lost. Councilman Leonard asked about the plans for the . . .1 Fifth Street extension. Mr. Calvo stated that to his know- ledge no reply had been received from the Hellman inter~sts. The City Attorney was instructed.to contaot them for information. The City Attorney stated that a Jack Pickell, who olaimed to be.a former employee of the City in 1922 had filed before the State Industrial Accident Commission; hearing to be , I" Friday, October 22, 1954. The City Clerk stated that Congressman James Utt would attend a Coffee Hour in the City Hall on Tuesday, Oct. 26th at 10130 A.M. and that he would discuss the beach erosion problem. Max Henkey stated he wished to thank the Council and City orew for their efforts in the erosion problem. The Mayor stated that the next regular meeting of the City Council wpuld be held on Nov.' 3, 1954 at 7:30 P.M'. instead of Nov. 2nd beoause of the State and County election. The results of the Absent Voter Ballots, plus the votes cast Canvas Vote . at the eight voting precincts October 20th are contained in Oct. 20 1 , . the Clerk's Statement of election results and become a part of the minutes of this regu~ar~adjourned meeting.
