October 26, 1954 The City Council of the City of Seal Beach met 1n regular adjourned session at 7:30 P.M. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absentl " II None Mayor Clark announced that the first order of busi- ness would be the counting of the 24 Absent Voter Ballots. The results of the Absent Voter Ballots, plus the votes cast Canvas Vote . at the eight voting precincts October 20th are contained in Oct. 20 1 , . the Clerk's Statement of election results and become a part of the minutes of this regu~ar~adjourned meeting. Resolution No. 855 (A resolution declaring the re- sults of said election official) was presented by the City Elec tio. Reso. . Attorney. It was moved by Leonard and seconded by Calvo to adopt Resolution No. 855. 85'5' AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Resolution No. 856 (Fixing time and meeting place Reso. 856 86 P. B. Ry. Police Dept. Car Beach Eros. Bea~~ ' Erosion Minors Fifth St. Ext. Beach Eros ion Overtime of the Seal Beach Planning Commission) was presented by the City Attorney. It was moved by Calvo and seconded by Lawhead to adopt Resolution No. 856. AYES: NOES : Calvo, Flanagan, Leonard, tawhead, Clark None Motion carried. Councilman Calvo announced that there was an organi zed movement by cities and civic groups on the Orange County coast for the removal of .the Pacific Electric railway tracks. The City Attorney read a copy of a resolution by the Seal Beach Chamber of Commerce urging the City Council to support the movement. It was moved by Leonard and seconded by Calvo to instruct the City Attorney to prepare an appropriate resolution I in the matter. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. In the matter of the bids for the purchase of a police car after discussion it was moved by Leonard to pur- chase a Hudson Hornet. After considerable further discussion Mr. Leonard withdrew his motion and it was moved by Flanagan and seconded by Calvo to purchase the, 1955 Ford as per bid. I AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Councilman Lawhead asked.about moving sand from the beach at the foot of Sixth Stre~t, for a shor.ter haul as had been previously decided. 'J.'he City"Engineer explained that wet sand was more desirable and the necessity of working nearer the water for the purpose of larger loads and faster hauling. ,- Mr. Thomas asked if he could employ minors for the sand bagging project and if they would be.protected under the State Compensation Insurance Policy. ~he City Clerk was instructed to inquire and report to Mr. Thomas. " . - The City Attorney reported that he had contacted the local attorney for the Hellman Estate relative to the Fifth Street extension and that he had had no information but that I he would contact the San Franoisco office. Mr. Thomas asked about overtime pay for the regular . , employees w~rking on the beach emergency project. It was moved by Leonard and seconded by Calvo that theyBhould be paid 87 overtime at their regular rate of pay. AYES : NOES: Calvo, Flanagan. Leonard, Lawhead,. Clark None I Motion carried. It was moved by Leonard and seconded by Flanagan to adjourn until November 3rd at 7:30 P.M. this being the next regular meeting but changed from November 2nd because of the State and County election. California, .DO HEREBY CERTIFY AND DECLARE, that at a meeting held on October 26, 1954, the City Council of the City of Seal Beach canvassed the returns of the Special Municipal Election held in said City on October 20, 1954, and that the results of said II election was as follows: ' That the measure voted upon was: ~ROPOSITION NO.1: Shall the ordinance No. 460 making it unlawful to keep, operate or conduct any place where any game not mentioned in Section 330 or 330a of the Penal Code is played, and making it unlawful to permit, participate in or frequent any such game or bet at such game, providing for an exception by allowing the Council to issue a permit for a limited time to certain organizations and providing for an exception when such game is incidental to a bona fide social relationship, and providing for penalties for violations thereof and repealing Ordinance No. 429, be aqopted? That the total number of votes cast in said City is 1145 .
