The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead I It It None Absent: The minutes of the regular meeting of Oct. 19, 1954 and the regular adjourned meeting of Oct. 26, 1954 were read and approved on the Mayors motion. The sealed bid of David. Collier for the out-door lighting of the Youth Center was opened and referred to the Youth Center Committee and City Engineer for studysnd report. Letter of thanks from the Seal Beach Democratic Club I was received and filed. In answer to our letter of October 14th requesting sand for the beach when dredging of the channel entrance begins for the Marina project, a rep~y from the LODg Beach City Mana- ger stateing the matter would be studied and consideration g~ven, WaS received and filed. The City Engineer stated he had submitted drawings of the proposed disposal area to the Long Beach City Engineer. Letter of thanks from the Seal Beach Girl Scouts Inc., for installing larger water system lead-in to provide sufficient wa~er for the installation of a sprinkling system, was received and filed. Announcement of the Executive Committee of the Orange County League of Cities, Nov. 4, 1954 in Santa Ana, I was received and filed. Mr. Calvo and Mr. Toups stated they would .attend. Letter of appreciation from Mrs. Lly,od Tryon, prop- ertl owner at 1~13 Seal Way, for the efforts of the City in protecting her property was received a nd filed. Letter of thanks from the Den Mcther.s of Cub Scout Pack 116 for'the use of the Auditorium and regrets that the Pack had outgrown the facility, was r.eceived and filed. Letter of apology from Harry E. Franklin addressed to Paul Calvo stateing that he had ~een misinformed relative to the beach erosion project and that he offered his co-oper- 89 Youth Center Lites Demo. Club Bch Eros. Water "Dept. street Dept. ation to the Council in civic matters, was received and filed. Reports of the Polic~, Water, Building and Tax Depart- ments for the month of October, 1954 were presented. It was moved by Calvo and seconded by Lawhead to receive and file tbe City Officers reports. AYES: NOES: Calvo, Flanagan, Leonard, Lawbead, Clark None Motion carried. Demands numbering 704 to 852 inclusive and totaling I $12,309.71 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Calvo that the demands be allowed a nd warrants drawn on the Treasury for the same. Resolution No. 857 (A resolution requesting the abandon- ment of certain Pacific Electric railwa7 tracks) was presented by the City Attorney. It was moved by Calvo and seconded by Flanagan to adopt Resolution No. 857 and that copies be sent to interested agencies. AYES: NOES 1 Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I In the matter of the Fifth Street Extension, Mr. Buck stated that there had been a mix-up in 4th and 5th Street plans as presented. Mr. Calvo st&ted that the new plans had been sent by Hellman's to Caldwell Banker Appraisers"and that they wanted a legal description of the property in ques~ion which would be furnished by the City Engineer. Mr. Toups stated that he ~lanned to get started on the Police Department remodeling this week. Mr. Toups reported that the proposed sub-division ordinance required more study by the Council as the Edison Co. and Lakewood Park had made certain suggested ~hanges. Mr. Toups reported that the automatic controls for the water wells would be installed just as soon as David Collier, Electrical Contractor could get to the job. Mr. Toups reported that the County Engineering office could not get to our resurfacing of Main Street and Ocean Avenue job 'until next spring. It was moved by Leonard and seconded by Flanagan that the .City Engineer be instructed to prepare the necessary project plans. I The City Clerk reported that the date for opening bids on the alley paving project had been r.eset to Nov. 16th bec_use of necessary legal advertising. The Long Beach water standby line came up for dis- cussion with the proposed removal of the Ocean Avenue bridge. Mr. Toups stated he would arrang!l further Meetings with the Long Beach officials to work out an adequate standby line. Mr. Toups reported that our water systeM would be surveyed by the State this Month and any necessary changes would be made if necessary to get our domestic water permit from the State. The City Engineer reported that on the beach project to dat& we had expended approximately $10,224.00 and that the dike now stood at an elevation of 21 feet above low tide. Should such emergenoy arise he stated that 1000 feet of rock facing could be installed for about $4000.00 It was moved by Leonard and seconded by Flanagan that Paul Calvo be appointed to serve on the West Orange County Water Board to represent the City of Seal Beach. It was moved by Leonard and seconded by Lawhead that a Thirty Dollar ($30.00) per month allowance be allowed the Chief of Police for the use of his private car. AYES. NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None . Motion carried. The Chief of Police was instructed to investigate various types of devices for sobriety testa and report to the Police Committee. I Roy Thomas stated he was having difficulty in loc- ating a good used truck for trash hauling because he had no stated amount of money to spend. This matter was referred to the Street Committee. Horace Losch, President of the Good Gover.nment Group announced that he had made arrangements for an open meeting in the Auditorium for NoveMber 17th and would like the Council Members to attend to discuss the proposed water bond issue election, so that the project could be understood by the voters. 91 Street Dept.
