The meeting was called to order with the Pledge of Allegiance. The invocat~on was given by Rev. Ivan F. Higgins. I Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: It None It The minutes of the regular meeting of Nov. 3, 1954 were read and approved on the Mayor's motion. Letter of request from the Seal Beach Cub Scouts for permission to use the auditorium and Council Chambers for an , Ice Cream Social on the evening of January 15, 1955. It was moved by Leonard ahd seconded by Calvo to grant the request. Announcement from the League of Qrange County Cities and the City of Laguna Beach of the regular monthly meeting, Nov. 18, 1954 at Laguna Beach was received and filed. Letters of protest from Miss Charlotte Shuman and Noel Chadwick relative to a bill board in.the 200 block on Church Or. Co League Cities Bill Board Ocean-Avenue was referred to the Building Committee of Leonard and Calvo and the City Engineer. Letters of acknowledgment frOM the State Lands Commiss- P.E. ion, Public Utilities Commission and the Huntington Beach Chamber I of Commerce relative to our R~solution No. 857(Pacific Electric Railway track removal) were received and filed. Reports of the City Clerk.and City Treasurer for the month of OctOber, 1954 were presented. It was moved by Calvo and seconded by Lawhead to receive and file the City Officer's reports. Alley Pavinp; Road RoUer Youth Center Lites Demands numbering 853 to 919 inclusive, totaling $20,656.66 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Calvo that the demands be allowed and warrants drawn on the Treasury for the same. Ans: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Resolution No. 858 (a resolution providing for the payment--of polling place workers and rental of polling places for the Special Election of Nov. 23, 1954) was presented by the City Attorney. It was moved by Leonardand seconded by Calvo to adopt Resolution No. 858. I AYES: NOES: Calvo, ,Flanagan, Leonard, Lawhead, Clark None Motion carried. The City Engineer's Progress Report dated Nov. 15, 1954 was read by item number. Item 1. In the matter of continued beach protection, it was moved by Calvo and seconded by Flanagan to rent a larger bull-dozer at $40.00 per day at not to exceed $1200.00 AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None I Motion carried. Item 4. Sealed bids for the alley paving projeot were received from the R. J. Noble Co., R. C. Griffith Co., Sully-Miller Co., and Ansco Construction Co. After some dis- cussion the bids were referred to the City Engineer for study and report at an adjourned Meeting to be held at 6:00 P..M. on Wednesday, November 17, 1954. Item 5. It was moved by Calvo a nd seconded by Leonard to accept the offer of $2200.00 from Sully-Miller Co. for the sale of our Austin-Western.Road Roller. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Item 8. It was moved by Flanagan and seconded by Calvo to acoept the bid of Burns Electric at $207.00 for the Youth Center outdoor lighting with instructions to proceed at I once. AYES: NOES I Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I Item 9. In the matter of plans to resurface Main Street and portions of Ocean Avenue, the City Engineer was instructed to continue with plans. Resolution No. 849 ( a resolution authorizing persons other than Council Members to serve on the West Orange County Water Board). This resolution was formerly tabled but. now re- quested. It was moved by Calvo and seconded by Flanagan to adopt Resolution No. 849. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. A general discussion of the Water Bond election foll~ I owed with many questions asked and answered. The City Clerk announced that he had been served with a Legal Notice of Intent10n to circulate a petition for his recall and that under the Election Code it would be necessary to employ someone to perform his. duties in this matter. Mr. Lawhead asked if anything could be done a bout the drainage problem caused by the railway tracks crossing cer- tain streets in the east portion of the City. This matter was referred to the Street Committee and the City Engineer. . Mr. Buck stated tha1"it would be necessary to file an action in Small Claims court for the recovery of damages to one of the City's trucks. It was moved by Leonard and seconded by Calvo to instruct the City Attorney to proceed with the suit. Mr. Hassinbiller addressed the Council suggesting that Oil any oil revenue received be put in a certain ~und to retire bonds. . Mayor Clark thanked Mr. Hassinbiller for the suggestion and stated-that the matter would be given further study. It was moved by Leonard a nd seconded by Calvo to adjourn until 6100 P.M. Wednesday, Nov. 17, 1954.
