Seal Beach, California November 30, 1954 The City Council of the City of Seal Beach met in regular adjourned session at 7:30 P.M. with Mayor Clark presid- ing. The meeting was called to order with the Pledge of Allegi- ance. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: ,t II None Mayor Clark announced that the first order of business would be the counting of. the nine Absent Voter ballots. The I results of the absent voter ballots, plus the .votes cast at the eight voting precincts November 23, 1954 are contained in the Clerks Statement of election results and become a part of the minutes of this regular adjourned meeting. Resolution No. 859 ( a resolution declaring the results of said election Official) was pr.esented by the City Attorney. It was moved by Leonard and seconded by Calvo to adopt~esolution No. 859. Bch. !!:~ The City Clerk announced that a discrepancy had been discovered by Mrs. Francis Nichols, proponent of the referendum petition protesting the adoption of Ordinance No. 457 ( City Manager) in the figures given him by the Deputy County Clerk and that he had prepared and read a corrected statement of sufficiency. It was moved by Flanagan and seconded by Calvo to instruct the City Attorney to bring in a measure to repeal Ordinance No. 457. It was moved by Calvo and seconded by Leonard that the Mayor and City Clerk be authorized to execute an agreement with the R. J. Noble Co., for the alley paving project. AYES: NOES : Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. It was moved by Leonard and seconded by Flanagan to instruct the City Clerk to ask for sealed bids for the Robbery Insurance Policy which expires December 17, 1954. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I Mr. Toups reported that he had discussed the Fifth Street extension project with State officials and tht if it was declared to be a street of major importance, gas tax funds could be used for the job. It was moved by Leonard and seconded by Calvo that the City Attorney and City Engineer be instructed to prepare the proper resolution. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mr. Toups stated the City had been offered large cement blocks or slabs which could be placed on the beach in case of emergency at $1.00 per ton. Mr. Toups recommended the rental of a carry-all to haUl sand from the east beach to the areas where needed. It I was moved by Calvo and seconded by Leonard to rent the carry- all on a day.to day rental of $20.00 per day and that approxi- mately BO feet of planking be placed in fron of the old bulk head where needed. Roy Thomas asked about the extent of Christmas decora- Street ~eeper Xmas I tions to be installed in the city. After some discussion it was moved by Calvo and seconded by Flanagan to proceed as o~t- lined by Roy Thomas for the pier and City Hall but that the ~.2! Chamber of Commerce and business men be asked to participate. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mr. Calvo told of the Water Board meeting attended W. Or. C by himself, Mr. Leonard and Mr. Toups and that it was possible that the City may be able to participate in the program at a Water future date. W. HICKMAN, City Clerk of the City of Seal Beach, California, DO HEREBY CERTIFY AND DECLARE, that at a meeting held on November 30, 1954, the City Council of the City of Seal Beach canvassed the returns of the Special Municipal Election held in said City on November 23, 1954, and that the results of said election are as follows: That the measure voted upon was: I BOND PROPOSITION: Shall the City of Seal Beach incur a bonded indebtedness in the principal sum of $369,000 for the acquisi- tion and construction by said city of a certain municipal improvement, to wit: aqueducts, water pipelines (including pipelines to replace existing lines), reservoir site, and pumping facilities and other works for the transmission and dis- tribution of water, including the city's share of aqueducts, water pipelines and related works to be owned and used jointly with other public corporations and public agencies, and including the acquisition of all land, easements, pipe, pumps, valves, controls, machinery and other property necessary therefor? That the total n~ber of votes cast in said City was 910.
