The City Council of the City of Seal Beach met in
regular adjourned session at 7:30 p.M. with Mayor Clark presi-
ding. The Meeting was called to order with the Pledge of
Allegiance.

The report of the Water DepartMent for the month of

NoveMber, 1954, was presented. It was moved by Leonard and
seconded by Calvo to receive and file the Water Department
report.

Ordinance No. 463 (Pipeline Franchise) was read by
title by the City Clerk. It was Moved by Leonard and seconded
by Calvo that Ordinance No. 463 be deeMed as having had its
second reading and be passed for adoption.

Ordinance No. 464 (Repealing Ordinanoe No. 457,
City Manager) was read by title by the City Clerk. It was

Motion carried.
Willis Warner, Chairman, West Orange County Water
Board, addressed the Council, explaining the position of the
Board and requested a resolution be adopted to dissolve an
agreement Made DeceMber 1, 1953, be cancelled and rendered
null and void. Because of the absence of the City Attorney,
the Council expressed its willingness to COMply, but wished
to discuss the matter further with the City Attorney.
It was moved by Leonard and seconded by Calvo that
proper resolutions, commemorating H. Walker Snider and Hermann
Eichhorn, former City Councilmen who recently passed away, be
prepared.

In the matter of a legal holiday for City Employees
for DeceMber 24th., John Toups and Roy Thomas were instructed
to report at the meeting of DeceMber 21st in reference to the
working deta11.
John Toups, City Engineer, reported that an assess-
Ment district for the paving of Seventh Street north of Electric
for about $100.00 per lot. He was instructed to investigate

further.

Mr. Toups stated that the eMployees had made some
investigation relative to a pension plan and health insurance"
and wished to know the feeling of the Council in the ~atter.
The Council indicated its willingness to hear the Matter if
presented in detail.
A general discussion of the possibility of circulating
petitions relative to reopening the Water Bond Issue followed.

Mr. Hasinbiller stated that he would be willing to circulate
such petitions and at the inslstance of Mr. Leonard that the
papers should be legally prepared by our City Attorney. It
was moved by Flanagan and seconded by Calvo that the City
Attorney be instructed to prepare the adequate petitions.

suggestion.
