The City Council of the City of Seal Beao~ met in
regular session at 7:30 p.M. with Mayor Clark presiding. The

Meeting was called to order with the Pledge of Allegiance.
The invocation was given by Rev. Clyde Ruckman.

The minutes of the regular Meeting of December 7,
1954 and the regular adjourne~__meeting of December 13, 1954
were read and approved on the Mayor's motion.
Letter from Worth Keene, ChairMan, Seal Beach co-

State Recreation COMMission in plans for the Youth Center.
It was moved by Calvo and seconded by Lawhead to accept the
suggestion.

closing a letter fromR. A. Linnell, requesting small boat~
landing near the City in the Marina project. The letter was
ordered received and filed and copy to be sent to Long Beach.

would investigate the reMoval of the Pacific Electric tracks
further, was received and filed.
Letter and lease form from the Pacific ,Electric
Railway for the beautification of the right-of-way was re-
ferred to the City Attorney. It was suggested that he request _ ','1'1.
a smaller annual rental fee and that the lease be for the
entire right-of-way.
Letter frOM the ~ivision of Highways approving
the proposed Fifth Street extension as a street of major
importance was received and filed.
Letter of commendation for t he Police DepartMent

from Mrs. B. E. Vogler for the quick recovery of Merchandise
stolen in recent robbery of their market was referred to the
Chief of Police.
Reports of the City Treasurer and City Clerk for
the month of NoveMber were presented. It was moved by Calvo
and.seconded by Lawhead to receive and file the City officers
report.

Mayor Clark read a proposed plan to form a citizens
commi~tee to make reCOMMendations to the City Council, hold
public hearings etc. Committee members to be selected by
various organizations subject to the, approval of the City
Council. Copies of the proposed plan were presented to t he
Council ~eMbers and the Press.
