The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. Donald Curry. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: " It None The minutes of the regular meeting of Dec. 21, 1954 were read and approved on theoMayor1s motion. Reports of the Police, Building, Water and Tax Depart- I Ments for the Month of DeceMber, 1954 were presented. It was Moved by Leonard and seconded by Calvo' to receive and file the City officers reports. AYES; NOES: Calvo, Flanagan, Leonard, Lawhead, Clark' None Motion carried. Demands numbering 1141 to 1233 inclusive, totaling $13,091.00 as approved by the Finance Committee were presented. 111. It was moved by Leonard and seconded by Lawhead that the deMands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I Resolution No. 864 (Gas Tax Funds) was presented by the City Attorney. It was moved by Calvo and seconded by , , Flanagan to Adopt Resolution No. 864. Reso. AYES. NOES: Calvo, Flanagan, Leonard, Lawhead, Clark NOAe . . Motion carried. 864 Ordinance No. 465 (Subdivision Ordinance). After reading a letter of approval from the Seal Beach Planning ComMission, the City Attorney read Ordinance No. 465 in its entirety~ It was moved by Flanagan and seconded by Calvo that Ordinance No. 465 be deemed as having had its first reading and be passed to the second reading. I Mayor Clark COMplimented the Planning Commission on behalf of the Council for the work put into the Subdivision Ordinance. Buell Brown, meMber of the Commission responded on behalf of the Commission and stated he believed the ordinance suited everyone concerned. From the Progress Report of the City Engineer dated January 4, 1955, the following was discussed by item number; . Item No. 13. (Standby water line). It was Moved by Calvo and seconded by Leonard that the City Engineer be instructed to inform the City of Long Beach that the City of Seal Beach requests a twelve (12) inch water main for the new Water stand-by water line. Mr. Leonard asked about the progress made in acquir- ing the property from the.Hellman Estate for,the Fifth Street Fifth Extension. ,Mr. Buck stated there was nothing new to report, Street but that he had talked with their attorneys and that were work- ing on it. Ext. Item 21 a. (Civil Service). Mr. Toups stated the City Employees. Association wished to meet with the Council to City Em I' lL~ Garbage Trash Water Tank Water Dept. Park Youth Center Youth Center discuss the Pension and Insurance plan. Mr. Leonard asked the City Attorney about the legality of such plans and Mr. Buck stated that such plans are legal. The Council agreed to Meet with the Committee, January 6, 1955 at 7:30 p.m. Item No. 21 b. (Sick leave and annual leave). This matter would be discussed at the meeting of Jan. 6, 1955 at 7:30 p.M. IteM No. 23 (Garbage and Trash). Mr. Toups was in- structed to continue his cost and tiMe study for 60 to 90 days. Item No. 24. (Elevated water tank). In the matter I of renewing ma:lmtainence contract, it was moved by Calvo and seconded by Leonard that the Mayor and City Clerk be authorized to execute the contract s~bject to the approval of the City Attorney. It was moved by Leonard and seconded by Calvo that the City Engineer and City Attorney be instructed to study and if necessary , prepare an ordinance to change the billing and water rates. As to the use of City property on Ocean Avenue west . of 8th Street, the matter was referred to the Park Committee and it is hoped that the opinion of the publiC will also be presented. Mr. Toups recommended that the Building Department be instructed to inspect the Youth Center as to sanitary conditions and that qualified activities be c~nfined to the Youth Center grounds. Jerry Hughes and other members of the Youth Center . council addressed the City Council about a new policy and new officers for 1955 in regard to clean-up, dances, activities etc. The matter was discussed at length by the City Council and members of the audience. It was decided to start the in- I spection, etc. after Monday, Jan. 10, 1955 to give the Youth Center group time to straighten out the Matter. , The City Clerk was instructed to write Worth Keene, Chairman, Seal Beach Coordinating Council, for a.reco~~endation of seven local perso~s to serve on a City Recreation Commission or C ommi ttee . It was moved by Calvo and seconded by Leonard to instruct Mr. Toups to order a separate telephone for the Youth Center so that calls would .not go through the switch- board. The City Clerk was instructed to write to all local organizations inviting recommendations for appointment to a Citizens Advisory Group, such names to be submitted by Feb. 1, 1955. The Citizens Advisory Group to be a continuing organi- zation from which "COMmittees" will be appointed periodically as occasions dictate advisable. "Citizens COM.'11itteesll will not be IIbuffers" for the City Council, nor will they be"hand- picked" . The Citizens Committee will be advisory to the City Council and appointed by the Mayor with the concurrence of the City Council in each instance. I . Roy ThOMas requested that the fish ponds at the pier park be drained and filled with soil for planting flowers. Request gra.nted. It was moved by Calvo and seconded by Leonard to adjourn. AYES.
