The City Counoil of the City of Seal Beach met in
regular session at 7:30 p.m. with Mayor Clark presiding. The
meeting was called to order with the Pledge of Alleg~anoe.
The invocation was given by Rev. Clyde Ruckman.

The Minutes of the regular meeting of January 4, 1955
were read and a pproved on the Mayor I s motion.
In the Matter of presenting communications to the
City Council after 10:00 a.m. of the day of the meeting, the
C ounc il went on record to follow. Resolution No. 716, now on
file.
Letter from Mable M. Chapman, 134 13th Street, re-
garding drainage believed to be causing clogging of sewer
lines. Roy Thomas reported that he had investigated the matter
and could see no reason as far as the City is concerned that
we are at fault.

Letter frOM the Seal Beach Chamber of Commerce sub-
mitting the name of R. B. Grotemat to the Citizens Advisory
Committee. It was suggested that the Chamber sub~it one addit-
ional name.
Letter from W. S. Knighton, Fire Chief, reporting the
fire calls answered and the estiMated fire loss. rteceived and
filed.

Letter frOM W. L. Robertson, offering to assist in
reopening the Water Bond Issue. The Council reaffirmed its
position of offering legal assistance to any citizen who wished
to reopen the issue.

Item 7. Automatic Controls at Water Plant. De-
layed pending arrival of parts.
IteM 9a. Street Resurfacing-Gas Tax Funds. To poll
all Main Street merchants with More oomplete infor~ation.
IteM 9b. Reco~~ended expenditure at not to exceed
$300.00 for field survey work. It was moved by Lawhead and
seconded by Calvo to eMploy the necessary work to be done at
not to exceed $300.00

At this point Mr. Calvo stated that recent sllrvey
work done by the Bureau of Water and Power ,~how that local
subsidence is praotically nil.
Item 10. Fifth Street Extension. Mr. ClOCk, local
attorney for HellMan Estate has reported that the matter has
now been referred to the looal 'ranch superintendent and the
Real Estate Division of the nellman Estate. A suitable agree-
Ment should be forthcoming soon.

Item 13. Standby Water Line from Long Beach. Letter
from the Long Beach water DepartMent relative to furnishing water
was referred to the City Attorney.
Item 18. Drainage. Preliminary study not complete.
Item 20. Petroleum Products. Results of informal
bids by the Oil Companies explained by the City Engineer. It
was moved by Lawhead and seconded by Calvo that the Mayor and
City Clerk be authorized to execute the agreeMent for petro-
leUM products with the Standard Oil Company.

Item 21a. rension Plan. It was moved by Calvo and
seconded by Leonard that a Letter of Retention without-compen~~n
sation from the City be signed by the Mayor and City Clerk

permitting the Van Cleve Estate Service to submit proposed
pension plans. The Clerk read a letter from the City of Monterey
Park recommending the service.

Item 27. Water Replenishment Assessment. It was

$798.70 for water replenishment be paid.

Monterey Oil Company Pipeline. It was moved by
Flanagan and seconded by Beonard that five cents (.oS) per
square foot be charged for permit fee, for excavations in
City streets.

A. Youth Center. Mr. Toups reported that the clean-
up campaign was progressing satisfactorly. The Clerk read a
letter from the State Recreation Commission stateing they would
contact the Mayor soon, relative to a study of the local situation.
B. Water Main Replacement. Mr. Toups stated the
recent rains had delayed the project.
C; Trash P~ck-up. Schedule changed.
Mr. Toups stated that while the water tank ~as
painted we would be on Long Beach water for a fe~ days.

instruct the City Attorney to prepare an ordinance to recind

Sec. 2, Subsection 43 of Ordinance No. 459 (Apartment License)
effective July 1, 1955. After discussing the Matter relative
t16ther ~evenues when setting up the new budget, Mr. Calvo
withdrew his Motion with the consent of Mr. Flanagan.
Mr. Leonard asked if any action could be brought by

former owners if the land purchased for public use on Eighth
Street, south of Central Avenue was not put to use. Mr. Buck
stated he did not believe so. It was suggested that the City
Engineer Make a study of the possibility of a parking lot for
off-street parking.
It was Moved by Leonard and seconded by Calvo to
adjourn until TueSday, January 25, 1955 at 7:00 p.m.
