SUBJECT: REQUEST FOR TIME LIMITED PARKING ON 8th
STREET BETWEEN PCH AND ELECTRIC AVENUE
SUMMARY OF REQUEST:
That the City Council consider the community request to install 1 hour parking
signs along 8 Street between PCH and Electric Avenue.
BACKGROUND AND ANALYSIS:
Staff recently received a petition from residents along this section of 8 Street
requesting the City install 1 hour parking signs in order to protect the
neighborhood from overflow parking from Main Street. The petition was signed
by the majority of owners of single - family properties, but less than 50% of the
owners signed when the apartment buildings are included.
Based upon an analysis of existing parking limits in Old Town, this section of 8th
Street is the closest street to Main Street without any limits on parking. Due to
this fact, 8 Street receives much of the overflow parking and is the most heavily
impacted by Main Street. If time limits are imposed along the street, there will be
impacts to merchants within the 300 block of Main Street. But limiting the parking
time of non - residents will improve the quality of life for residents.
In addition to City Council approval, the Coastal Commission will also need to
approve this request. There are two approaches the Council could take to
examining the Old Town parking issues: 1) on a case -by -case basis, or 2) in a
comprehensive manner. Staff believes that it is appropriate to take this case
individually because it is more expedient for the neighborhood. The City can take
a more comprehensive view of Old Town parking as part of the Local Coastal
Program.
There is no filing fee for the City to make application for a Coastal Development
Permit. The ultimate cost to install the parking limit signs is estimated at $1,000.

But the cost will not be incurred unless and until we receive approval from the
Coastal Commission.
ENVIRONMENTAL IMPACT:
This action is not considered a project under the California Environmental Quality
Act. No further action is necessary.
LEGAL ANALYSIS:
The City Attorney has reviewed and concurred with this report.
FINANCIAL IMPACT:
None at this time.
RECOMMENDATION:
That the City Council authorize staff to file an application for a Coastal
Development Permit for installation of 1 hour parking limits on 8 Street between
PCH and Electric Avenue.
