Seal Beach, California February.15, 1955 The City Council, of the City of Seal Beach Met in regular session at 7:30 p.m. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. Clyde Ruckman. Present: Mayor Clark . CouncilMan: Calvo, Flanagan, Leonard, Lawhead .1 Absent: " n None The Minutes of the regular Meeting of Feb. 1, 1955 were dispensed with due to the vocal condition of the City Clerk. Request of the Orange County Society for Crippled Children to sell paper Easter Lillies on the streets March 25th or 26th or both. It was moved by Leonard and seconded by Calvo to grant the request. AYES: NOES; Calvo, Flanagan, Leonard, Lawhead, Clark . None Motion carried. Letter from the Seal Beach EleMentary School P.T.A. Mrs. Robert S. Gochicoa, Secretary, relative to the Welfare Foster Homes in the City was received and flIed. Letter of appreciation from Mrs. Henry Walker Snider for the resolution commending the services of her deceased hus- band as a forMer City Councilman was received and filed. Reports of the City Treasurer and City Clerk for the month of January, 1955 were presented. It was moved by Leonard and seconded by Lawhead that the City Officers reports be reoeived and filed. It was moved by Leonard and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. I AYES. NOES; Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Ordinance No. 466 (Refunding certain license fees) was presented by the City Engineer in the absence of the City Attorney. It was Moved by Flanagan and seconded by Calvo that Ordinance No. 466 be deeMed as having had its first reading and be passed to the second reading. AYES:. NOES. Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Ordinance No. 467 (Sick Leave City Employees) was presented by the City Engineer. It was Moved by Calvo and seconded by Lawhead that Ordinance No. 467 be deeMed as having had its first reading and be passed to the second reading. I AYES: NOES. Resolution No. 866 ( Establishing polling places, election officers and duties of the City Clerk in the April 21, 1955 election) was pres-nted by the City Engineer. It was Moved by Calvo and seconded by Flanagan that Resolution No. 866 be adopted. AYES: Calvo, Flanagan, Leonard, LaWhead, Clark NOES: None Motion oarried. I Resolution No. 867 (Abating weed nuisance) was presented by the City Engineer. It was Moved by Leonard and seconded by Lawhead to adopt Resolution No. 867. TRACK REMOVAL Mr. Toups reported that at a recent Meeting of the Associated Chambers of Commerce of Orange County the Matter was discussed and that all cities were in favor of removal with the exception of the City of Huntington Beach. IteM 9. STREET RESURFAC ING-GAS TAX FUNDS I The State has indicated that it will permit the use of gas tax fUnds for Main Street and other streets of Major importanoe and recommended that plans be submitted as soon as possible. Item 10. FIFTH STREET EXTENSION Letter frOM Attorney John Clock for'Hellman heirs, stating they would accept $10,000 per acre for property. The Council is of the opinion that the prioe is too high and would like further negotiation with the Hellman's for a reduction. The Council requested copies of the plan to review before Meeting with Van Cleve. Item 26. SUBDIVISION Mr. Toups displayed a new tentative Map of Subdiv- ision No. 1817 and real a letter froM the Planning Commiss- ion recommending that it be accepted as submitted. It was Moved by Calvo and seoonded by Leonard that the map as subMitted be accepted. I AYES: NOES; , Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Item 28. MONTEREY OIL CO. PIPELINE Mr. Toups read a letter with permit form and check for $251.50 attached, requesting perMission to excavate portions of the C1ty streets for their pipe line. It was Moved by Lawhead and seconded by Calvo to grant the permit. AYES: NOES: . Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mr. Toups read a letter from the Planning Commiss- ion recommending that the request of Monterey Oil Co. to re- zone their property, remain as a C-l District and that a con- ditional exception be granted by ordinance whioh will allow I Monterey to construct and operate the separation center under . , certain c ondi tions. It was Moved by Flanagan and seconded by . Calvo to instruct the City Attorney to bring in the proper ordinance. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Item 29. PARKING LOT 8th and CENTRAL rlr. Toups stated that a part of the lot could be prepared for parking at cost of $1600.00 or less, but recoMMended that the work be deferred until the demand was noted. I Item 30. SEVENTH STREET PAVING Mr. Toups stated that all the property owners on the street with one exception had signed the petition for paving. The next step under such acts of law are to prepare plans, specifications and costs. It was Moved by Leonard and seconded by Lawhead to instruct the City Engineer to proceed. Knighton, Building Inspector, stating that the Youth Center was being kept in a sanitary condition and that his requests were being complied with. The matter was deferred for further discussion. Building Inspector Knighton presented by letter and proposed ordinance changes in the Building Code in re- ference to Trailer ~arks. This Matter was referred to the City Attorney and City Engineer for recommendation. It was moved by Calvo and seconded by Leonard to . adjourn until 7:30 p.m. Feb. 24, 1955.
