Post Office Lions Clnb ~ Seal Beach, California March 15, 1955 The City Council of the City of Seal Beach, Calif- ornia, met in regular session at 7:30 p.m. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen' Calvo, Flanagan, Leonard, Lawhead I Absent: II " None The Minutes of the regular.Meeting of March 1, 1955 and the regular adjourned meetings of March 7, 8, 9 lOth and 11th, 1955 were read and approved on the Mayor's Motion. Sealed bids for fire insurance for the Sewage Disposal plant frOM Alex A. Daless1, EMil Jacobsen, Frank Shufelt and Frank Krause were opened. This Matter was referred to Flanagan, Leonard and Toups for study and report at the adjourned Meeting of March 22, 1955. Letter from Louis Herson and Associates requesting zoning information on lots across from City Hall for erecting Post Office building was referred to the Clerk for reply. Letter from the Seal Beach Lions Club for permission to use portion of Central Avenue and for use of tables and chairs for Hot Cake Breakfast, Saturday, April 2, 1955 frOM 7:30 a.M. to 12 noon. It was moved by Calvoand seconded by Leonard to grant the request for time and place and the use of City owned tables and chairs. I AYES: NOES: Calvo, Flanagan, Leonard, LaWhead, Clark None Motion carried. Letter from Mrs. M. A. Abata, 1501 Seal Way, suggesting , rest-rooMs on the east beach, was referred to John Toups and Roy Thomas. Reports of the City Treasurer and City Clerk for the month of February, 1955 were presented. It was moved by Lawhead and seconded by Calvo to receive and file the City Officers I reports. AYES:. NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Demands numbering 1537 to 1647 inclusive totaling $11,721.44 as corrected and approved by the Finance Committee were presented. It was Moved by Leonard and seconded by LaWhead that the demands be allowed and warrants drawn on the Treas- ury for the same. AYES; NOES; Calvo, Flanagan, Leonard, Lawhead, Clark None I Motion carried. Resolution No. 871 (Acceptance of deed from the County of Orange for Lots 41-43, Blk. 7, Bay City Tract)was presented by the City Attorney. It was moved by Leonard and seconded by Flanagan to adopt Resolution No. 871. AYES; NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Resolution No. 872 (Directing Street Superintendent to abate'wseds) was presented by the City Attorney. It was' Moved by Flanagan and seconded by Lawhead to adopt Resolution No. 872. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. I It was moved by Calvo and seconded by Lawhead that the City Clerk be ordered to.file sketch titled "Sketch to accompany legal description, portion Bolsa Avenue being vacated and bearing name of.Engineering Service CQrp., dated March 3, 1955, to be a part of Resolution No. 873". AYES; NOES: Calvo, Flanagan. Leonard, Lawhead, Clark None ,Motion carried. Resolution No. 873 (Closing portion Bolsa Avenue, hearing date April 5, 1955) was presented by the City Attor- ney. It was Moved by Calvo and seconded by Leonard to adopt Resolution No. 873. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Mayor Clark appointed John Toups to supervise the .. ";> ..... 1 , - posting of Bolsa Avenue. The City Attorney read a letter frOM the Pacific Electric Railway relative to leasing certain portions of their right-or-way for beautification purposes. Mr. Toups reported that the plans had been approved by the State. It was moved by Calvo and seconded by Leonard to approve the plans and to call for bids by legal notice. Bids to be opened April 5, 1955 at 7:30 p.M. AYES: Calvo, Flanagan, Leonard, .Lawhead, Clark NOES: None Motion carried. Item 10. Fifth Street Extension. Letter from Hellman attorneys stating they are willing to negotiate price of property. It WaS Moved by Lawhead and seconded by Calvo to authorize the Mayor to go to San Francisco to meet with HellMan attorneys at not to exceed $50.00 expenses. I AYES: NOESl Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Item 21. Civil Service - Pension plan. The Clerk read copies of letter of Van Cleve Estate Service to insur- ance companies outlining type of plan desired by the City. Item 2~ Water Dept. Rate Increase. After SOMe discussion the Matter was deferred for further study. Item 26. Subdivision. Mr. Toups reported that the plans were progressing. Item ~u~ County Collection of Taxes. - This Matter to be given further study. Item ~~. City Business License - Collection. It was agreed that this Matter could be handled by Mail from the City Clerks office ana monies received turned over ~o the Chief of Police. IteM 36. Recreation COMMission. Mr. Toups reported that the group had Met once with Mr. Bush, State Recreation Department and of future meetings. Mr. Toups was instructed to remove palm trees as I requested. I Mr. Toups was instructed to continue with the park program at Eighth and Oceani Mr. Toups announced that the new perimeter road was scheduled to open April 21, 1955. It was decided to use the discing process wherever advisable in the weed abateMent program. Mr. Lawhead asked about the local Civil Defense program. Mr. Toups stated that he had met with State and ,I County Civil Defense groups and that he would atteMpt to assist in reorganization. It was agreed to set up a prograM of protection and care of tables used in the City Hall owned by the Senior WOMens Club. Mayor Clark expressed appreciation on behalf of Mr. Calvo and himself for the vote of confidence given theM in the recent recall election. It was moved by Leonard and seconded by Calvo to adjourn until March 22, 1955 at 7:30 p.M. AYES: NOES: CalVO, Flanaganr Leonard, Lawhead, Clark None Motion carried. March 22, 1955 The City Council of the City or Seal Beach met in regular adjourned session at 7:30 p.m. with Mayor Clark presi- ding. The meeting was oalled to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: " None " 1 Mayor Clark announced that this was the time and place for hearing remarks or protests relative to vacating a portion of Ocean Avenue. City Attorney Buck read a portion of Resolution No. 868 announcing the intention to vacate and the afridavit or posting. It was moved by Calvo and seconded by Flanagan that the City Clerk be directed to file the affidavit of posting.
