The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo ~bsent: " II None The minutes of the regular meeting of April 5, 1955 were read and approved on the Mayor's motion. Palsy Letter from the ~nited Cerebr~l Palsy Association of Orange County, Inc. requesting permission ~o solicit funds in the City during the month of May, 19~5. It was moved by Calvo and seconded by Lawhead to grant the request. AYES: NOES: Lawhead, Leonard, Flanagan, C~lvo, Clark None' Qll Motion carried. Letter of appreciation from Geo. M. Vermillion, Mayor, I City of Long Beach for the support of the City in opposing Assembly Bill 3762, was received and filed. Letter from the Seal Beach Taxpayer's Association Water protesting an increase in w~ter rates, was received and filed Tax for further study. Letter from the Seal Be~ch Taxpayer's Association reCOMMending that the assessing and tax collecting be done ~. by the County was received and filed for further study. Letter from State Senator John A. Murdy, Jr., stating that he would aMMend one -of his spot bills to attempt to ~ake oil revenues ava1lable to cities for the development and preservation of public beaches, was received and filed. Letter from United States Senator William F. Know- I land relative to our resolution opposing the further develop- ment of' the Upper-Colorado River Basin was received and"fi1:ed. Reports of the City Tr.easurer and City Clerk for the month of March, 1955,were presented. It was moved by Leonard and-seconded by Lawhead that the City Officers reports be received and filed. Little, Chairman, Seal Beach Civil Service Review Board, recommending adoption of the changes noted and COMMending the members of the Seal Beach Employee's Associ- ation who gave their tiMe and effort in drafting the proposed ordinance, was received and filed for further study. From the Engineer's agenda, dated April 19, 1955 the fDllowing was reported or discussed by Item Number; Item 3. Beach fill. Dredging to start May l, 1955 Item 4. Alley paving. Work completed. Item 9. Street resurfacing. Work started April I 19, 1955. Item 10. Fifth Street Extension. Mayor Clark re- ported that he had not received expected word from Hellmans attorneys. Item 13. Standby water line, Long Beach. Now in operation for standby water supply. Item 21. Subdivision. To be discussed later in meeting. Item 30. Seventh stree~ paving project. Plans and specifications now ready. Item 40. Insurance-Fire Providence/Washington named by consent of Council, broker of record. to act as filing com- pany to obtain averaBe rate from Fire Underwriters of the Paci- I fic. ' Item B. Pacific Electric Railway right-of-way lease. It was moved by Calvo and seconded by. Leonard that the Mayor and City Clerk execute the lease subject to the changes re- cOMMended and the proper liability coverage. I Mr. TOllpS reported that repairs were needed on the DH5 tractor and the Ferguson skip-loader in the amounts of approximately $1750.00 and $300.00 respectively. The Mayor requested that the Purchasing Co~~ittee of Calvo and Lawhead investi~ate the matter further. Mayor Clark requested leave of absence from April 25, 1955 for approximately one month to be out of the City. It was moved by Calvo and seconded by Leonard to grant the request. Mr. Buck stated that the City of Long Beach had suggested legal support from the City in the Mallon vs. .1 Long Beach case, but he felt they had enough assistance in O'Melveny and Myers and that it would be an unnecessarly large expenditure, and that with the approval of the Council he would so advise Long Beach. Approval granted. At this point the Mayor called a recess to permit the Seal Beach Planning Commission to hold a public hearing as previously announced. After reconvening, Robert Poindexter, Chairman, stated that the Planning Commission had unanamously denied the request of varience of Lots 2 & 4 in Block 108, Bay City Tract for use as a Post Office site. It was moved by Leonard and seconded by Lawhead to accept the recommendation of the Planning COMMission. 1 AYES: NOES: Lawhead, Leonard, Flanagan, C~lvo, Clark None Moti::>n carried. Mr. Potndexter also stated that the Planning Comm- ission had approved the changes on Tract No. 1817 as requested by the subdivider's representative and that with the changes pr::>perly made, approval is hereby granted, subject to the approval of the City Engineer, and that the set-back lines in Tract No. 2590, Lots 289 to 299 inclusive and Lots 389 to 393 inclusive, is approved subject to the approval of the City 119 Equip.
