The City Council of the eity of Seal Beach, Calif-
ornia met in regular adjourned session at 7:30 p.m. with Mayor
Pro-tem Paul Calvo presiding. The meeting was called to order
with the Pledge of Allegiance.

Mr. Lynn .0. Hossom appeared before the Council and
agreed to amend the application of the Hancock Oil Company
for a 'pipeline franchise by including a minimum annual payment
equal to 1/2~ per inch of inside diameter per lineal foot of
pipellaid under said franchise. It was moved by Flanagan and
seconded by Lawhead that the City Attorney be authorized and
directed to advertise in accordance with Sec. 2 of the Brough-
ton Act, that said franchise application together with a state-
Ment that it proposed to grant the same pursant to said appli-
catioq as aMended at this Meeting to provide for a miniMum
annual payment as above stated.

Mayor Pro-taM Calvo announced that the next order
of business would be the counting of the absent voter ballots.
Resul~s of the absent voter ballots, plus the votes cast at
the eight voting precincts April 21, 1955 are contained in
the Clerks Statement of Election results and beCOMe a part
of the minutes of this regular adjourned meeting.
Resolution No. 881 ( a resolution declaring the
results of said election official) was presented by the City
Clerk. It was Moved by Leonard and seconded by Lawhead to
adopt Resolution No. 881.

questing permit to operate boats from the Municipal Pier.

I, F. W. HICKMAN, City Clerk of the City of Seal
Seal Beach, California, DO HEREBY CERTIFY AND DECLARE, that
the City Council of the City of Seal Beach, California, met
in regular adjourned session at 7:30 p.m. on April 28, 1955,
as required by Section 11119 of the Election Code, for the

purpose of canvassing the precinct returns and the absent
voter ballots of the Speoial Municipal Election held April
,21, 1955.

The measure voted upon at said Special Municipal
Election is as follows:
1
PROPOSITION NO.1. Shall the certain initiative
ordinance ~hich prohibits the permitting, play-
ing at, keeping, maintaining or conduct of, cer-
tain gaMes not prohibited by Section 330 of the
California Penal Code, when played for Money or
things of value without a license; provides for
licenses for such games at places within certain
areas; provided minimum age limits for players;
provides licensee shall compensate special police
officers; prohibits liquor license on same prem-
ises; prohibits possession of certain devices;
declares possession, of such devices to be a
nuisance and provides for abatement thereof; and
repeals Ordinance Np. 429 of the City of Seal
Beach, California, be adopted?
